Mayor Jacobsen stated the council should be controlling the agenda, noting that the worksessions are the <br /> Council's opportunity for discussion. <br /> Mr. Rapp stated that there is a time for the five councilmembers to have discussions regarding their <br /> effectiveness as a group. Additionally there can be other meetings with Manager Lotter to discuss areas of <br /> concern, allowing Manager Lotter the opportunity to know and meet their needs. <br /> Councilmember Bauman stated that there are times when she would prefer consent agenda items to be discussed <br /> as a council business item. Councilmember Bauman also suggested staff send their items to the council ahead <br /> of time to determine if they would want it as a consent or business item. <br /> Mr. Rapp suggested a first step may be to clarify the expectations regarding meeting management. Rapp <br /> suggested council have an initial meeting with Manager Lotter to express needs regarding the setting of the <br /> agenda. <br /> Mayor Jacobsen stated that the council wants ample time to be well informed to make good decisions. <br /> Councilmember Bauman questioned if the Senior Management Team could give regular updates at <br /> worksessions. Mr. Rapp suggested the council have a rolling list of desired agenda items. The following <br /> actions were agreed upon; Initial meeting with Manager Lotter to discuss needs of the council. Regular meeting <br /> with Council & Senior Management Team; on an as needed basis. Quarterly Council only meetings. <br /> The council agreed to start the worksessions at 5:00 to allow for more time. <br /> Mr. Rapp clarified that Manager Lotter's 2012 performance review has been finalized and discussed with the <br /> Mayor. Mayor Jacobsen confirmed that he has had a discussion with Manager Lotter, and authorized his salary <br /> adjustment in conjunction with his employment contract. The council reported that Manager Lotter intended to <br /> respond to some of the comments, and that has not occurred yet. Mr. Rapp stated that he will let Manager <br /> Lotter know that the council is interested in hearing his feedback, noting that none of their ratings would <br /> change. <br /> Regarding Manager Lotter's 2013 performance review, Mr. 'app su, d the council consider working with <br /> the Strategic Plan, Results Based on Goals, as well as Knowledge, Ski and Abilities. Mr. Rapp suggested <br /> the council give regular quarterly feedback regarding Ma .ger Lotter's performance, with a December deadline <br /> set for the completion of his annual performance review. <br /> The work session adjourned at 7:20 pm. <br />
