No., city of <br /> 'ANEW13RIGHTON <br /> the city that works for you <br /> Council Worksession <br /> April 3, 2013 <br /> 5:30 pm <br /> Present: Mayor Dave Jacobsen <br /> Councilmember Mary Burg <br /> Councilmember Paul Jacobsen <br /> Councilmember Gina Bauman <br /> Councilmember Char Samuelson <br /> Absent: <br /> Staff in Attendance: <br /> Guests in Attendance: Craig Rapp <br /> Craig Rapp was present to assist the council with t eir continuation of strategic planning for 2013. Mr. Rapp <br /> distributed an updated Strategic Priorities list; including suggested definitions of each of the the six priorities. <br /> Key Performance Indicators (KPI)were also updated. Each of the six priorities were discussed, along with the <br /> definitions and ways to measure outcome. <br /> Councilmember Jacobsen expressed concern with the fact that some of the Advisory Commissions are not fully <br /> seated. After a brief discussion, it was determined that a KPI would be added indicating that Commissions will <br /> be kept full. <br /> Rapp reported that City Staff will come up with strategic in iatives, and information will be shared at a future <br /> worksession. These initiatives will become the prioritized work plan. <br /> Mr. Rapp asked the council what their expected outcomes are from the Council only meetings. <br /> Mayor Jacobsen stated one of the reasons would be to allow Councilmembers the chance to share information <br /> with each other, specifically from their various community appointments. <br /> Mr. Rapp suggested that it may not be efficient to have these topics at meetings without Manager Lotter present, <br /> and suggested that it would be better to have meetings that aren't relevant to his presence. <br /> Mayor Jacobsen expressed concern with the fact that Manager Lotter sets the agenda. Councilmember Burg <br /> stated that the Mayor and Manager should be setting the agenda together. Councilmember Bauman disagreed; <br /> stating that he Council should be able to discuss possible agenda items for discussion. <br /> Mr. Rapp suggested that the council consider communicating with Manager Lotter on Agenda setting. <br /> Councilmember Jacobsen noted there are times when the council will need Council only meetings in certain <br /> circumstances. A shared concern amongst the Council was the lack of time to review items. <br /> Councilmember Bauman suggested Manager Lotter could manage the worksessions better by monitoring the <br /> items to be discussed. Mayor Jacobsen stated that he too struggles in trying to keep the meeting on schedule. <br /> Mr. Rapp commented that the Council may need to have a discussion with Manager Lotter about the items on <br /> the agenda, and the amount of time allotted for them. Mr. Rapp commented that this may be an area to address <br /> in Manager Lotter's performance review. <br />
