As part of the vision and <br /> mission,this plan states that the City is committed to improving health. It further states that the City would <br /> emphasize our parks by keeping them current, safe and serving the community. <br /> In 2012 staff attended a conference and learned that playground manufactures have a program that allows for a <br /> retrofit,verses purchasing new playground equipment. The manufacturer does a site visit to determine if the <br /> playground can be retrofitted based on the condition of the equipment and if the structures non-compliant pieces <br /> can be fitted with pieces that meet safety codes. A retrofit involves disassembling the structure(minus the upright <br /> poles),painting the existing poles in place,replacing non-compliant equipment with new compliant features and <br /> reassembling the structure. <br /> Financial Impact: <br /> The advantage of a retrofit is the cost savings along with the work being done by the playground <br /> company. Currently there is$40,000 in the non-fleet budget to replace the playground at Hidden Oaks Park. This <br /> retrofit will cost the city$33,636.23. This will include$2,500 for the wood fibers for the safety surfacing. To <br /> replace this structure with new materials, exactly like it is,would have a cost of$69,854.23. <br /> Explanation: <br /> Playgrounds have an expected life of 15 years in the capital improvement budget(non-fleet replacement plan). <br /> Hidden Oaks playground is 15 years old and is scheduled to be replaced in 2013. Structurally this playground is <br /> still in fairly good condition; it however has some elements that are no longer in compliance and need replacing. <br /> The manufacturing company made a site visit and informed staff that this structure was a good candidate for the <br /> retrofit process. Retrofits require that you use the same playground manufacturer. This is a little tykes structure, <br /> therefore,only a little tykes vendor can perform the retrofit process. <br /> On March 26,2013 Council granted a special use permit to Harbon Montessori School to operate out of the New <br /> Brighton Christian Church at 1500 29th Ave N.W. This Montessori School serves children ages 33 months to 12 <br /> years of age. In the report it was noted that the school plans to utilize the existing park to the north(Hidden Oaks). <br /> It is anticipated that this playground will be utilized by this group of children on a regular schedule. <br />
