RESOLUTION NO. 13 -040 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A SITE PLAN AND SPECIAL USE PERMIT. <br />SHE , an application has been made by Stan J. Ross of Design 2 Build on behalf of New <br />Bri ton Veterinary Clinic to permit construction of a covered entry, dog kennel utilizing an 8' <br />fen , trash enclosure, and supporting landscaping improvements at 2615 Mississippi Street, <br />and <br />VHEI As, the procedural history of the application is as follows: <br />1. pplications for a Site Plan and Special Use Permit were received on May 3, 2013. <br />2. notice for public hearing was posted in the May 8, 2013 edition of the New Brighton <br />lletin <br />3. blic hearing notices were mailed to the property owners within 350' of the subject property <br />May 10, 2013. <br />4. ic Planning Commission held a public hearing on May 21, 2013 and all present were given <br />hance to freely speak at the hearing. <br />5. a Planning Commission recommended approval on March May 21, 2013, subject to <br />6. T e City Council considered the request on May 28, 2013. <br />VHEI AS, the Planning Commission and City Council make the following Findings of Fact with <br />resp t to the Site Plan (LP2013 -004) and Special Use Permit (SP2013 -003): <br />1. e property is zoned B — 3, General Business. <br />2. e property is guided in the Comprehensive Plan for CB, Community Business. <br />3. 1 1 le property is legally described at: <br />11at part of the North 242.00 feet of the East '/2 of the Northeast % of the Southwest t/ of <br />ction 18, Township 30, Range 23, lying West of the East 491 feet thereof, subject to an <br />sement over the easterly 33 feet thereof and subject to an easement over the northerly <br />.01 feet thereof. <br />4. I -,be proposed improvements include construction of an integrated roof canopy over the <br />fisting main easterly entrance, a new ramped approach to the front door, a maximum 10' x <br />3 ' dog kennel at the south end of the building utilizing an 8' fence, construction of a trash <br />e closure at the south end of the existing parking lot, and various other supporting <br />1 dscaping improvements. <br />5. The Planning Commission and City Council considered the Site Plan in accordance with the <br />— 3 district standards of Section 5 -250 and the parking standards of Chapter 11 of the <br />Wing Code. <br />6.
