He
noted the interim financial statements were intended to illustrate how the operations are progressing
financially at this point in the year He explained the General Fund was over budget at this time, due to the
fact property taxes would not be collected until the and of June. It was noted the golf course was behind on
revenues due to the weather this spring. Staffrecommended the City Council accept the First Quarter 2013
Financial Statements.
Councilmember Jacobsen thanked staff for the thorough report this evening. He questioned when the 2012
financials would be finalized. Director of Finance Maiers commented he was working with the auditor to
complete this work and he would be presenting the 2012 Financials with the Council in May.
Motion by Councdmember Burg,, seconded by Counalmember Jacobsen to accept the First Quarter
2013 Financial Statements.
5 Ayes, 0 Nays -Motion Carried
2. Consideration of a Site Plan and Nonconfomvng Use Permit for Wolkerstorfer Company,
Inc. to allow construction of a 15,937 SF addition and associated improvements at 3501 s'
Stream SW. ReportNo.13-096. Resolution No. 13 -033.
City Manager Lotter was pleased that a New Brighton business was requesting site improvements. He
indicated City Planner Gundlach would present this item to the Council.
City PlannerGundlachreported the applicant is requesting Site Plan and Nonconforming Use
Permit approval in order to allow construction of a 15,937 SF addition to the existing industrial
building located at 348/350 1" Street SW. The proposed addition would be single story
warehouse space and be located on the south side of the existing building. The proposed
improvements include two new loading docks but no additional off - street parking spaces. A
Nonconforming Use Permit is necessary as the site does not contain enough off - street parking
stalls to accommodate the size of the existing building, nor is the existing 20' rear yard
building setback or 5' easterly side yard parking setback met. The applicant has proposed a
proof of parking plan, which includes enough stalls to meet minimum parking standards for the
proposed 15,937 SF addition.
Planner Gundlach indicated the nature of Wolkerstorfer's business is chemical processing,
painting and anodizing, which requires large pieces of fixed equipment such as large
processing tanks. Because of this, the ratio of workers to the floor plan is much less than a
typical manufacturing use. Therefore, the business's need for off - street parking is much less
than one might expect, or the Zoning Code requires, based on the overall size of the building.
The proposed addition will use this same floor place to worker ratio, with the applicant stating
there is enough existing off - street parking stalls available to handle existing and proposed
employee and visitor needs to the site. The property owner has indicated the proposed addition
could result in two additional semi -truck trips per day, at the greatest. The Public Works
Director has indicated this amount is negligible when compared to the amount of traffic on ls`
Street SW already and a traffic analysis /study would not be necessary.
Planner Gundlach noted that a 9,000 SF addition was approved in November of 2012,
however, that addition is not being built. This proposal, while different, will allow the
company to meet the same needs as represented during the last land use application. Staff
recommends approval of the Site Plan and Nonconforming Use Permit, subject to the
following conditions:
• The proposed improvements are built in accordance with the plans submitted and
attached to the Planning Report dated 4/10/2013.
2 Consideration ofa Site
Plan and Nonconforming
Use Pamit for
Wolkastorfer Company,
Inc. to allow omst action of
a 15,937 SF addition and
associatedimprovanarts at
3501 Sheet SW.
