Planner Gundlach indicated City <br />Code requires curb cuts to be no wider than 36" and the applicant was satisfied with this width She indicated <br />the City Engineer would oversee this issue. <br />Joseph Wolkerstorfer, applicant, discussed the proposed addition in detail with the Council and thanked them <br />for considering approval this evening. He anticipated hiring 10-15 more employees once the building <br />expansion was complete. He explained he would be working to hire and train veterans. <br />Mayor Jacobsen encouraged Mr. Wolkerstorfer to contact the Beyond the Yellow Ribbon organization as it <br />worked with veterans. <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to adopt a Resolution <br />approving the request subject to six conditions. <br />5 Ayes, 0 Nays -Motion Carried <br />3. Consideration of a Joint Powers Agreement with the City of Columbia Heights for Stinson <br />Boulevard Improvements — Fairway Drive to Argonne Drive. Report No. 13 -097. <br />City Manager Lotter commented Director Wyffels was present this evening to discuss the Joint Powers <br />Agreement with the City of Columbia Heights. <br />Director Wyffels stated City staff has been in discussion with the City of Columbia Heights City Engineer <br />concerning concrete and bituminous street improvements on Stinson Boulevard from Fairway Drive to <br />Argonne Drive. This section of Stinson Boulevard is the common boundary between the two cities. <br />Columbia Heights has a concrete street rehabilitation project planned for 2013 construction and a bituminous <br />mill and overlay project proposed for 2014. An agreement has been drafted to define the responsibilities of <br />each City, and has been reviewed by the City's attorney. The agreement defines that: <br />• The City of Columbia Heights shall prepare plans and specifications, advertise and open bids for the <br />projects. <br />• The City Councils of Columbia Heights and New Brighton must approve the award of contract for <br />work to proceed on their respective sides of Stinson Boulevard. <br />• Columbia Heights will be responsible for construction engineering. The extent of work in New <br />Brighton will be coordinated with their City Engineer. <br />• New Brighton will reimburse Columbia Heights for construction costs and 8% of said costs for <br />engineering services. <br />Director Wyffels explained the project would be funded from the City's Municipal State Aid <br />maintenance funds. There would be no assessments to New Brighton residents due to the fact <br />the reconstruction work was considered maintenance work. Staff recommended the Council <br />enter into a Joint Powers Agreement with Columbia Heights for the Stinson Boulevard <br />improvements. <br />3.
