111 nity of <br /> NEW Report Number 13-136 <br /> BRIGH ON Agenda Section VIII-1 <br /> the city that works for you Council Meeting Date June 11, 2013 <br /> REQUEST FOR COUNCIL CONSIDERATION <br /> ITEM DESCRIPTION: CONSIDERATION OF PROPOSAL FOR ARCHITECTURAL <br /> SERVICES FOR CITY PROJECT 13-11,NEW BRIGHON COMMUNITY CENTER <br /> RESTROOM AND LOCKER ROOM RENOVATION <br /> DEPARTMENT HEAD'S APPROVAL: Sandy Breuer CAA/ <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: Staff recommends the Council accept the Proposal for Architectural Services from Rosa <br /> Architectural Group, Inc. and authorize the preparation of plans and specifications for City Project 13-11, New <br /> Brighton Community Center Restroom and Locker Room Renovation. <br /> Legislative History: The New Brighton Community Center restroom and locker room renovation has been in the <br /> non-fleet budget since 2009 which has been postponed to 2013 and will coincide with the lockers and locker room <br /> floor; to be completed at the same time. <br /> Financial Impact: The elements of the architectural services contract are included in the proposal. Staff has <br /> reviewed the proposal and recommends using Rosa Architectural Group, Inc. and setting a not-to-exceed cost for <br /> architectural services of$21,500. The proposal for architectural services from Rosa Architectural Group,Inc. will <br /> include that plans and specifications printed, will prepare and Advertisement for Bids and will have plans posted <br /> on Builders Exchanges and Plan Sites for examination by interested Bidders. The architectural group will assist <br /> in the bid opening, review bids and make recommendations concerning selection of a contractor. Rosa <br /> Architectural Group will also conduct preconstruction meetings, visit the project site every two weeks to review <br /> the progress and review construction punch list to prepare a Certificate of Substantial Completion. The architect <br /> will assist in resolving any contractor correction issues through the one year contractor warranty period. <br /> For comparison,the City did receive one other bid from Lampert Architects in the amount of$28,050. <br /> Explanation: The restrooms and locker rooms of the NBCC were originally constructed in 1994. The locker <br /> rooms and restrooms have reached the end of their service period, and are currently budgeted for on the following <br /> improvement schedule: <br /> • NBCC restrooms/locker room renovation was to take place in 2009. <br /> • Lockers were to be replaced in 2014. <br /> • Locker room floors were to be replaced in 2015. <br /> The existing facilities include damaged and missing tiles from the floors and walls, and the partitions in the <br /> restrooms are beginning to rust or have been damaged by graffiti. Staff receives ongoing complaints with quality <br /> of the air in the locker rooms, as the ventilation system does not work properly to remove particles from the air. <br /> This causes problems both in the current environment as it is uncomfortable and potentially unhealthy for our <br /> visitors, but also could result in long term damage to the locker rooms if moisture from the showers is not <br /> removed adequately. In addition, the restrooms will be brought up to modern standards and will address safety <br /> concerns. This renovation will provide safe and appropriate locker rooms and restrooms along with constructing <br /> family style restrooms for Eagles Nest patrons. <br /> The restrooms/locker room renovation project has been postponed from 2009 to 2013. To limit the impact to the <br /> NBCC users, the planned improvements include the lockers and locker room floors at the same time. These <br /> inclusions should also yield volume and contractor mobilization savings. <br />
