Jacobson,Director of Public Safety- <br /> . <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report Comments attached <br /> Recommendation: <br /> Approval of the purchase through the State of Minnesota contract for replacement of Public <br /> Safety unit 095, a 2009 Chevrolet Tahoe Special Service Vehicle, with a 2013 Ford Police <br /> Interceptor All Wheel Drive(AWD) utility vehicle. <br /> Legislative History: <br /> Minnesota legislation passed in 2009 encouraging all municipalities to utilize the state's contracts <br /> available under the Cooperative Purchasing Venture. Council approved the 2013 Capital Fleet <br /> Replacement Budget at its December 11, 2012 meeting. <br /> Financial Impact: <br /> In addition to the manufacturer's price of$26,731.82 for the vehicle with options, there are <br /> additional "upfitting" costs to outfit the new units with emergency lighting, communications <br /> systems, on-board battery charger, trailer hitch, identifying graphics, etc. Based on quoted <br /> estimates for this work,the total project cost is projected to be$38,863.76. In addition, unit 095 <br /> will be sent to state auction where past sales have netted between$10,000-$15,000 for utility <br /> vehicles depending on model and condition. <br /> Explanation: <br /> Based on a Vehicle Condition Index (VCI)provided by Public Works,unit 095 needs immediate <br /> consideration and has a high risk factor, with over 125,000 miles. The new unit will continue to <br /> be designated as a front-line patrol vehicle for response by the agency's Public Safety Officers <br /> (PSOs),providing animal control, administrative details, prisoner transports, officer assistance, <br /> and the additional role as firefighters. As such, this vehicle operates on every shift, logging <br /> significant miles and also providing towing capacity for daily deployment of the department's <br /> two speed trailers and occasionally the public safety boat. Public Safety and Public Works staff <br /> together researched and test drove several cars and SUVs manufactured by Ford, Chevrolet, and <br /> Dodge, with their recommendation being the 2013 Ford Police Interceptor, and this would be the <br /> agency's first purchase of the Utility model. <br /> Costs and Funding: <br /> The police fleet replacement plan has $40,100 budgeted for the replacement of this vehicle, with <br /> an allocated cash bal. cc of$892,091 as of 12/31/2012. <br /> Itril— <br /> Anthony `1.
