June 11, 2013 <br />Shane Shipman, APi Group, noted his organization currently has 10,000 employees worldwide and provided <br />life safety contracting services. He indicated AN was founded in Minnesota in 1926. He explained AN was <br />growing faster than anticipated and the new building would meet the needs of the growing company. He <br />discussed how the site would be used for training and personnel. He invited the Council and staff to come <br />and tour the current facility. <br />Councilmember Bauman thanked APi for their commitment to the community. <br />Motion by Councilmember Samuelson, seconded by Councilmember Burg to adopt a Resolution <br />authorizing execution of a Term Sheet by and between the City of New Brighton and APi Group, Inc. <br />for the sale and redevelopment of land in New Brighton Exchange. <br />5 Ayes, 0 Nays - Motion Carried <br />4. Consideration of Membership to North Metro Mayor's Association (NMMA). <br />Report No. 13 -139. <br />City Manager Lotter stated at the June 4th Council work session members of the Council <br />directed staff to add this item to Council Business for the purpose of discussing and <br />considering membership to the North Metro Mayor's Association. <br />Councilmember Samuelson supported membership to this organization and discussed the <br />numerous benefits that would be provided to the City through joint efforts. <br />Councilmember Bauman did not see the urgency in joining this organization, as the current <br />legislative session has ended. She did not see the need for this organization and recommended <br />the Council respect the Mayor's decision as he was not interested in attending these meetings. <br />Councilmember Jacobsen commented coalitions look out for the best interests of the City. He <br />explained that the NMMA could be attended by the Mayor or his designee. <br />Further discussion ensued regarding Local Government Aid (LGA) and past practices. <br />Mayor Jacobsen expressed frustration with the State and their lack of commitment to LGA and <br />how this has adversely affected cities and school districts. <br />Councilmember Jacobsen commented the League of Minnesota Cities was a great organization <br />that lobbied on behalf of the City. He felt that the NMMA offered the same benefits. <br />Mayor Jacobsen did not see these organizations as being similar and did not want to see the <br />City be members of the NMMA. <br />Councilmember Burg wanted to see the City involved in the NMMA as they addressed issues <br />that affected the region. She did not have the time to lobby for the community on her own and <br />stated the NMMA would assist in this area. <br />Mayor Jacobsen disagreed with the Governor's proposed gas tax and sales tax increases, to <br />subsidize the light rail. For that reason, he was not interested in being a part of the NMMA. <br />Councilmember Bauman did not see that the NMMA would offer the City the solutions it was <br />looking for. <br />Councilmember Samuelson questioned the expense to join the NMMA. City Manager Lotter <br />stated the price has been adjusted from previous years and was approximately $4,000 per year. <br />Further discussion ensued regarding the member cities within the NMMA. <br />Councilmember Burg inquired what lobbying efforts have been pursued by the NMMA in the <br />past. <br />Mayor Jacobsen stated the TCAAP property has been an issue, along with Highway 96. It was <br />his opinion that the NMMA did not fully represent the best interests of the New Brighton <br />voters. <br />Motion by Councilmember Burg, seconded by Councilmember Samuelson to approve membership <br />Page 5 of 7 <br />4.
