Consideration of motion supporting the release of $100,000 in Escrow Funds to the Irondale <br />and Mounds View Youth Hockey Associations. Report No. 13 -153. <br />City Manager Lotter stated several years ago youth hockey associations worked in conjunction with cities to <br />create escrow accounts to provide insurance that ice time would be fully funded. The initial escrow account <br />with the Irondale and Mounds View Youth Hockey Association was $300,000. He explained that over time, <br />this account has since grown to $400,000. A request has been made to release a portion of these funds to pay <br />for locker room renovations at the Blaine Hockey Complex. Staffwas recommending the Council approve a <br />motion supporting the release of $100,000 in escrow funds to the Irondale and Mounds View Youth Hockey <br />Association. He noted the other cities involved with the association have approved the same motion. <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to support the release of <br />$100,000 in escrow funds to the Irondale and Mounds View Youth Hockey Associations. <br />5 Ayes, 0 Nays -Motion Carried <br />Storm Issues. <br />City Manager Lotter indicated there was a need for curb side pickup of tree debris after the recent storm. The <br />limbs and trees would have to be placed on the curb by residents. He stated curb side collection was the most <br />economical option to assist residents in managing the debris. He estimated the expense to be $20,900 for staff <br />time and equipment <br />Councilmember Burg did not want the residents to assume the City would always be providing curb side <br />pickup of trees and limbs, but this would be considered by the Council on a case by case basis. <br />Councilmember Bauman understood the storm damage had created a hardship for some homeowners and <br />she was glad the City could assist the community in this manner. She then commended the public works and <br />public safety departments for their dedicated service to the City during the recent storm. <br />Councilmember Jacobsen stated the storm was a significant event that caused a great deal of damage <br />throughout the community. <br />Merlin Sandford, 2142 Rice Creek Road, commented he had a spruce tree go down across his driveway. He <br />thanked his neighbors for assisting him with cutting this tree up. He requested the City pick up the tree limbs, <br />branches and stump. <br />Mayor Jacobsen indicated the City would be picking up tree limbs, stumps and branches. <br />Councilmember Burg asked when the pickups would take place. City Manager Lotter stated once the <br />equipment was rented the work would take one week. He explained the City would be in communication <br />with residents on when the work would begin. <br />Mayor Jacobsen stated he had major storm damage at his home from the recent storm, as a tree limb went <br />through his roof. He thanked his family, friends and neighbors for assisting with the roof patching. He was <br />proud to live in this community and of the actions taken his neighbors after the recent storm. <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to approve funding for <br />2.
