Johnson,Assistant to the Ci Manager <br /> CITY MANAGER'S APPROVAL: <br /> No comments to supplement this report / Comments attached <br /> Recommendation: <br /> Motion by the City Council to approve revisions to Chapter One-Section 3 (Definitions), Section <br /> 4 (General Employee Safety Provisions), and Section 26 (Tobacco, Alcohol, and Drugs) of the <br /> City of New Brighton Employee Handbook. <br /> Explanation: <br /> Senior management team members have been reviewing the existing Employee Handbook <br /> language in Section 3 (Definitions), Section 4 (General Employee Safety Provisions), and <br /> Section 26 (Tobacco, Alcohol, and Drugs). Due to some questions that have arisen regarding our <br /> existing practices and procedures, City staff is recommending that the following changes be <br /> made to the Employee Handbook in order to make the language clearer and easier for City staff <br /> members to understand and for supervisors to enforce when necessary. For Council review, staff <br /> has also attached a strike through version of Section 3, Section 4, and Section 26 (red signifies <br /> language changes) that more clearly identifies the changes that are being made to the Employee <br /> Handbook. The recommended changes have been reviewed by the City's legal representation <br /> and are the following: <br /> 1. Additional definitions are recommended to be added to the Employee Handbook in <br /> Section 3. <br /> 2. Proposed language change to Section 4.3 of the Employee Handbook. The proposed <br /> language more clearly identifies the steps that staff must follow when involved in a <br /> vehicle/equipment accident and the scenarios in which law enforcement personnel <br /> should be called to the scene of an accident. Also, the proposed language identifies the <br /> protocol and steps that Public Safety personnel must take when they are involved in a <br /> City vehicle/equipment accident. <br /> 3. Proposed language change to Section 4.6 of the Employee Handbook. City staff is <br /> recommending that all permanent part-time employees be added to this section. <br /> Permanent part-time employees are allowed to accrue sick leave banks and would be <br /> eligible to use their sick leave time if they suffered an injury on the job and are waiting <br /> for workers compensation eligibility to be determined by the City's insurance provider. <br /> 4. Proposed language change to Section 26.4 of the Employee Handbook. The proposed <br /> language that is being recommended by City staff more clearly identifies the testing <br /> procedure and protocol that the City will follow when reasonable suspicion exists when <br /> an employee may be suspected of using drug or alcohol while in the work place. <br /> 5. Proposed language change Section 26.7 of the Employee Handbook. The proposed <br /> change involves the adding of language that addresses the situation if an employee fails a <br /> 1 <br />
