SECTION 4 <br /> GENERAL EMPLOYEE SAFETY PROVISIONS <br /> 4.1 Safety <br /> The primary source of information regarding safety is the City's Administrative Safety <br /> and Health manual. A copy of the manual is available on the City's intranet site. The <br /> City Safety and Health manual details the City of New Brighton's commitment to safe <br /> work practices. <br /> 4.2 Safety Responsibilities <br /> A. The City Manager has the ultimate responsibility for the safety and well-being of <br /> all City employees. <br /> B. The Assistant to the City Manager and Department Directors are directly <br /> responsible for the safety of all personnel within their respective departments. <br /> The Department Director will provide safety procedures and policies for their <br /> departments to follow and will arrange necessary training to carry out these <br /> policies. Comprehensive safety training concerning all aspects of a job will be <br /> provided to all new employees. The content of and participants in training will be <br /> documented. <br /> The Assistant to the City Manager and Department Directors are responsible for <br /> maintaining current and up-to-date safety information and for keeping their <br /> employees advised as to changes in federal, state, and local rules or <br /> procedures. <br /> Each Department Director is responsible for conducting periodic safety <br /> inspections of their department for possible code or safety violations. The <br /> Department Director will review the safety procedures of their department and <br /> will correct safety violations or discrepancies in procedures. <br /> Each Department Director will prepare specific work rules which apply <br /> exclusively to the safety needs of the department. As often as possible, these <br /> safety rules will be provided in a "job hazard analysis" form. The rules will be <br /> posted within the department. A copy of the department's rules must be <br /> submitted to the City Manager's office periodically. <br /> The Assistant to the City Manager and Department Directors are responsible for <br /> overseeing these duties while the actual administration or implementation may <br /> be delegated to other staff members. <br /> C. The Assistant to the City Manager will coordinate the City-wide safety program <br /> and periodically review their progress and success with Department Directors <br /> and the City Manager.
