Legislative History: Grant application sent to Metropolitan Council October 26, 2012 City selected for 2012 METC Grant Program November 20, 2012 Council authorizes preparation of Plans and Specifications December 11, 2012 City enters into Grant Agreement February 26, 2013 Council approved Plans and Specifications July 9,2013 Financial Impact: The City bid the project with two separate schedules — an early award schedule and a late award schedule. The following five bids were received and opened by staff at 10:00 a.m. on August 20, 2013: Early Schedule Late Schedule Insituform Tech USA,Inc. No Bid $313,017.40 Visu-Sewer $375,161.00 $339,943.00 Sak Construction, LLC $396,494.50 $374,061.00 Veit&Company, Inc. $410,995.00 $405,180.00 Lametti and Sons, Inc. $439,875.00 $434,470.00 A bid tabulation has been completed by the Engineering Department and bid totals verified. Staff awarding the contract to the low bid of $313,017.40 submitted by Insituform for the late season schedule (26.35% below the engineer's estimate of$425,000). Explanation: To limit inflow/infiltration caused by aging pipes/extra services/tree roots, the City of New Brighton proposes installing a liner in 10,810-feet of 8-inch sewer pipe and 820-feet of 10-inch sewer pipe. Lining of the old system will essentially create like new construction quality to the old clay pipe. The lining will be continuous between manholes with no joints, eliminating infiltration of ground water and root intrusions. This will not only reduce maintenance of these pipes, but will eliminate infiltration and lessen the chances of sewer backups. The low bidder, Insituform has not done work for the City; however, they are qualified and capable of performing work of this kind and magnitude. If awarded, the contract requires project completion by May 31,2014. Costs and Funding: The total cost of this project is proposed to be financed for from Fund 402, Capital Sanit ry ewe Fund.
