July 23, 2013 Page 2 of 6 <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to approve <br />the minutes from the July 9, 2013 meeting. <br />5 Ayes, 0 Nays - Motion Carried <br />Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to approve <br />the minutes from the July 25, 2013 meeting. <br />5 Ayes, 0 Nays - Motion Carried <br />Commission Minutes <br />Mayor Jacobsen received the following minutes on behalf of the City: <br />• Parks, Recreation and Environmental Commission minutes from June 5, 2013. <br />Special Order of Business <br />1. Staff Report on the June 21 Storm and Recognition of Special Efforts by Staff. Report No. <br />13 -174. <br />City Manager Lotter stated on Friday, June 21 �'' 2013 the National Weather Service issued a flash flood watch <br />followed by a severe thunderstorm watch. Those watches were upgraded to flash flood and severe <br />thunderstorm warnings. It became apparent that the metro area including New Brighton would be facing a <br />potentially powerful, dangerous stoma. The stomas that followed resulted in significant flooding, numerous <br />trees uprooted many of which caused obstructions of roadways and downed power lines resulting in <br />dangerous conditions and widespread power outages. <br />City Manager Lotter explained public safety resources including the Fire and Police Division under the <br />leadership and direction of Deputy Director Tony Paetznick deployed quickly with 19 firefighters including <br />one Chief Officer and Five Fire Captains responding to 20 fire calls for service in the first hour. With <br />leadership from Fire Captain Brad Krebsbach and Mike Schute serving in command -level roles, the Fire <br />Division ultimately responded to a total of 29 emergency calls including 24 power lines down, 3 fire alarms <br />and 2 other emergencies. The firefighters assisted immediately in clearing roadways of debris and trees to <br />ensure emergency access and mitigated downed power lines protecting the scenes as much as possible to <br />ensure safety for our community. Their response under difficult and dangerous conditions was outstanding. <br />Their presence in the neighborhoods also provided a calming effect for members of our community knowing <br />that emergency personnel were present and in action. <br />City Manager Lotter commented the Police Division with Sergeant Mitch Singer with two police officers and <br />one public safety officer (PSO) assisted with the 29 fire division emergency calls and an additional 20 calls for <br />service. Their work in response and maintaining safety and order in our City during this storm was critical. <br />City Manager Lotter reported the Public Works staff deployed and reacted to numerous critical infrastructure <br />concerns related to the storm and power outages. All lift stations had a power loss and portable generators <br />had to be quickly engaged. Public Works Supervisor Scott Boller and Public Works staff members including <br />Tom Bauer, Derek Miller and Kris Fluegel worked tirelessly to ensure our City's water and sewer systems <br />would not fail. They also assisted with deployment of barricades to protect a complete blockage of 7t' Street <br />NW by large trees and power lines. <br />City Manager Lotter stated the Parks and Recreation Department also quickly engaged in and deployed <br />numerous full time and park time personnel for continued clearance of roadways blocked by downed trees. <br />Parks Superintendent Chris Wolla and Maintenance Worker Mike Schute led the staff as they utilized several <br />Commission Minutes <br />Suecial Order of <br />Business <br />1.
