(1) The minimum size for a planned unit development approved under this Article shall be four <br /> acres of land area and 30,000 total square feet of gross floor area in the buildings included in the <br /> planned unit development. <br /> This standard is met. The proposed PUD encompasses 27 total areas. <br /> (2) The property to be included in the planned unit development shall be in single ownership or <br /> under the management or supervision of a central authority, or otherwise subject to such <br /> supervisory lease or ownership control as may be necessary to carry out the provisions of this <br /> Article. <br /> This standard is met. Pulte would acquire all 27 acres from the City. Pulte would then create <br /> three Homeowners Associations (HOA's): one for the single family homes, one for the <br /> townhomes, and a Master HOA for the common space. <br /> (3) Uses permitted in a planned unit development shall be those permitted uses, accessory uses, <br /> and uses by special permit that are allowed in the zoning classification of the land to be included <br /> in the planned unit development. At the time of approval of a planned unit development, the <br /> City Council may restrict or expand the uses that would otherwise be allowed in the District. <br /> This standard is met, subject to approval of the proposed Zoning Code Amendment. The <br /> underlying zoning is NWQ, Northwest Quadrant. As part of this request, a Zoning Code <br /> Amendment is proposed allowing one family detached dwelling units as a permitted use in the <br /> NWQ district, subject to approval of a Planned Development (or PUD in this case). Townhomes <br /> are considered multi family units, which are currently permitted in the NWQ district. <br /> (4) A planned unit development shall conform to all applicable sections of Chapter 26 of the City <br /> Code and to the Zoning Code except as hereinafter modified or exempted and any amendments <br /> to said codes as will be adopted from time to time to better meet the stated purposes of the <br /> Chapter. <br /> Chapter 26 of the City Code regulates plats. The plat is discussed further along in this report. <br /> (5) Nothing in this Article shall be construed to prohibit the approval of a planned unit <br /> development having only a single building. <br /> Not applicable <br /> (6) Architectural styling shall not be the sole basis for denial of a planned unit development. <br /> It is staff's opinion this issue needs more work. The applicant has provided extensive details <br /> concerning the architectural styling of the proposed homes. The NWQ ordinance provides <br /> exterior materials standards; however, these were intended for commercial uses and larger <br /> apartment and condominium buildings. A code amendment is proposed that would make <br /> exceptions to these criteria for townhome and one family dwellings only, subject to approval of a <br /> Planned Development. Pulte is proposing a wide variety of colors and materials, and covered <br /> porch elements, all of which is consistent with the originally envisioned Northwest Quadrant <br /> Design Guidelines. However, some of the home elevations illustrate no brick/stone. Staff would <br /> suggest a minimum of 10% of the front façade of the single family homes be brick or stone. Staff <br /> would further recommend the townhomes meet the 30% brick/stone requirement for the front <br /> façade (the façade facing Old Highway 8 NW). <br />
