Pulte <br /> ENCLAVE AT NEW BRIGHTON EXCHANGE <br /> SUBMITTAL NARRATIVE <br /> NEW BRIGHTON, MINNESOTA <br /> August 29, 2013 <br /> Pulte Homes of Minnesota LLC (Pulte) is pleased to submit this Planned Unit Development application <br /> narrative for the proposed Enclave at New Brighton Exchange single family home and townhome <br /> community. The Enclave is a very unique opportunity for redevelopment within the New Brighton <br /> Exchange and we have had the great pleasure of working with the City Staff, the Economic Development <br /> Commission, Planning Commission, and City Council in the creation of this "urban village". While market <br /> shifts have occurred since the inception of New Brighton Exchange we believe the Enclave preserves <br /> many of the initial characteristics while creating and expanding housing opportunities within New <br /> Brighton, and more specifically within the Mounds View School District one of the highest ranked school <br /> districts in the State of Minnesota. The Enclave will preserve the urban townhome characteristics along <br /> Old Highway 8 with the construction of 32 Discovery Row townhome units while creating move up <br /> opportunity for single family home owners with the creation of 89 single family homes surrounding a new <br /> City Park and the vast open spaces of Long Lake Regional Park. <br /> Pulte will develop the property and construct the single family homes and townhomes within the Enclave. <br /> We will be responsible for the additional environmental remediation on the site, the earthwork, utility and <br /> street work and the landscaping, trails, sidewalks, irrigation, monumentation, and additional amenities <br /> throughout the Enclave. Pulte will maintain architectural control of the single family homes and <br /> townhomes and the creation of a Master Homeowners Association and two sub associations: one for the <br /> single family homes and one for the townhomes. All homes within the Enclave will be subject to the <br /> Homeowners Association Declaration of Covenants, Restrictions, and Easements. <br /> Pulte Group is one of the largest national homebuilders in the United States with its corporate offices in <br /> Bloomfield Hills, Michigan. Pulte Group currently operates under three distinct brands of homebuilding <br /> throughout the United States: Pulte Homes, Centex Homes, and Del Webb. Pulte's Minnesota Division <br /> headquarters is in Eden Prairie and constructs nearly 300 homes annually in the Twin Cities market. Our <br /> latest Mounds View School District development, Fox Ridge, located just east of Interstate 35W along the <br /> south side of County Road 96 is sold out and we look forward to continuing our building of homes in New <br /> Brighton. <br /> EXISTING CONDITIONS <br /> The total land area amounts to approximately 36.9 acres and encompasses a future City Park along the <br /> northern most limits. The city park area is approximately 10.4 acres and the Enclave will consist of the <br /> balance of the site or 26.5 acres. The site today is a vast open area consisting of newly imported soils <br /> with little or no vegetation. The project is bounded by the Minnesota Transfer Railway along the western <br /> border, Old Highway 8 along the southern border, and Long Lake Regional Park to the north and east. <br /> Site topography is essentially flat across the site as newly imported fill has been brought into the site over <br /> the past 18 months.
