The elevation along the eastern and <br /> western borders will drop off in each direction raising the site above the Minnesota Transfer Railway. <br /> Utilities <br /> The site is located within the MUSA and is provided with trunk utilities to the south at the 14th Street <br /> entrance and to the west along the Northwest Parkway. An 12-inch watermain and 15-inch sanitary <br /> sewer lateral is provided from the 14th Street entrance and an 8-inch watermains and 8-inch sanitary <br /> sewer laterals are provided from the Northwest Parkway entrance. <br /> PROPOSED PLAN <br /> General Description <br /> Located along the west side of Old Highway 8 and surrounded by Long Lake Regional Park the Enclave <br /> will create an "urban village" within the New Brighton Exchange. This unique design opportunity for <br /> redevelopment, within the award winning Mounds View School District, seeks to expand housing <br /> opportunities within New Brighton and preserves much of the original elements of the New Brighton <br /> Exchange. <br /> In response, Pulte Homes enlisted the assistance of Mr. Paul Heuer of Stantec who considered the site's <br /> original design elements and then worked to develop a planned community that prioritizes pedestrian <br /> movements, provides unique and individual lot geometries, works to limit long continuous internal <br /> sightlines to calm traffic and provides internal access to points of interest. <br /> As a result, Pulte Homes is respectfully requesting consideration of the Enclave at New Brighton <br /> Exchange, a planned community, that provides for 89 single family homes, 32 Discovery Row <br /> townhomes, four outlots, internal and perimeter pedestrian connectivity, hierarchy of street patterns with <br /> the extension of Northwest Parkway and 14th Street as boulevard roadway sections, non-traditional urban <br /> village lots and association maintained landscaped and irrigated outlots along the Minnesota Transfer <br /> Railway and Long Lake Regional Park. <br /> The current plan proposes that a primary access be provided at 14th Street NW and along the extension <br /> of Northwest Parkway. 14th Street will also provide direct access to the future City Park located within <br /> Outlot A. Both access points are to be provided with a landscaped center median or parkway, entry <br /> monuments and a pedestrian connection to the trail along the western side of the property. It is intended <br /> that the 14th Street entrance and monuments be provided with architectural and landscape features <br /> similar to the existing monuments along Old Highway 8 area in order to provide visual connectivity.
