PLANNING REPORT
DATE: September 10, 2013
CASE: SP2013-005
SUBJECT: Special Use Permit for 48' Tall Silo
APPLICANT: Brian Drerup/Gruma Corp. on behalf of Mission Foods
REQUEST&BACKGROUND
The applicant is requesting a Special Use Permit in order to permit construction of a third, 48'
tall and 12' diameter silo at 1565 1st Avenue NW. The proposed silo would be constructed in a
corner of the existing building, where a small shed would be removed. The industrial district
chapter of the Zoning Code, specifically Section 6-050 (4), requires a Special Use Permit for
accessory structures in excess of 40' in height. These provisions were drafted to accommodate
the applicant's request for a second silo in 2007. The current request is in support of interior
renovations; where additional production lines are being added and more bulk flour will be used
daily. Keeping the flour stored on-site reduces the number of bulk truck trips to the facility.
The applicant has already obtained a building permit for the interior plant renovations. If the
special use permit is approved, the applicant will need to obtain a separate permit for the silo.
ATTACHMENTS
A - Resolution
B—Project Location Map
C—Zoning Map
D—Aerial Photograph
E—Neighborhood Notification Map
F—Applicant Narrative
G— Special Use Permit Criteria Worksheet
H—Existing Conditions Survey
I—Existing and Proposed Elevations
J—Site Plan Details
FINDINGS
Section 6-050 (4).
