Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting—May 21,2013 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Paul Banker, Steve Danger,Erin Nichols-Matkaiti, Greg Meyers, <br /> and Verne McPherson <br /> Absent: Commissioner Mike Shardlow <br /> Also Present: Janice Gundlach-City Planner and Mary Burg-Councilmember <br /> Agenda Review: There were no changes to the agenda. <br /> Minutes from April 16,2013: <br /> Motion by Commissioner McPherson,seconded by Commissioner Meyers,to approve the April 16,2013 meeting <br /> minutes as presented. <br /> Approved 6-0. <br /> Council Action: Councilmember Burg reported the Wolkerstorfer expansion was approved by the Council at their last <br /> meeting. She discussed the volunteer appreciation dinner,which was held this past Sunday. It was noted APi and Pulte <br /> Homes items would be reviewed by the Council at their next meeting. She explained the City would be completing a mill <br /> and overlay project this summer in the Bel Air and Wexford Heights neighborhoods. She noted the EDC and Park <br /> Commission still had open seats. She encouraged those interested in serving their community to contact City Hall for <br /> further information. <br /> Public Hearing: <br /> (A) Stan J. Ross/Design 2 Build on behalf of Brighton Veterinary Hospital requests consideration of a Site <br /> Plan and Special Use Permit to permit construction of a covered entry, fenced dog run, and other <br /> associated exterior improvements at 2615 Mississippi Street. <br /> City Planner Janice Gundlach reported the applicant is requesting a Site Plan and Special Use Permit to allow the <br /> following improvements to be made to the New Brighton Veterinary Clinic, located at 2615 Mississippi Street: <br /> • Construction of a covered entry on the east side of the building, <br /> • Construction of a dog kennel,utilizing an 8' fence,on the south side of the building, <br /> • Construction of a trash enclosure at the south end of the parking lot, and <br /> • Supporting landscaping improvements. <br /> Planner Gundlach reported a Site Plan is required for any exterior improvements to a commercially-zoned property. She <br /> reviewed the Site Plan in detail along with all applicable City standards. The Special Use Permit is required to allow <br /> utilization of a fence in excess of 6' in height. She noted the clinic was originally built in 1974. Staff was unable to <br /> locate the actual land use file,but did find records from City Council approvals noting that all Zoning Code requirements <br /> were met. Section 5-220(8)of the Zoning Code allows dog and cat hosEitals as permitted uses in the B-3 district. This <br /> site is unique in that it resides at the corner of Mississippi Street and 27 avenue NW,and has a large,private road <br /> easement on the east side. Staff recommends approval of the Site Plan and Special Use Permit, subject to the following <br /> conditions: <br /> • The proposed kennel meets the 30' side street yard(west side)building setback. <br /> • The proposed kennel shall be limited to a maximum 10' x 34' footprint,and be constructed of black,vinyl chain <br /> link,with fence slats on the east,west and south sides. <br /> 1 <br />
