September 24,2013 Council Report
City Project 12-5,High Service Tower Repair and Reconditioning
Costs and Funding: City Project 12-5 and the previously approved final payment for City Project 12-
5A will be funded from the Water Improvement Fund(Fund 400):
City Project 12-5A, Forestdale Tower $25,250
City Project 12-5, High Service Tower $278,000
Interconnect Agreement with Columbia Heights $28,946
Solar Bee Internal Mixer $9,605
Scada Equipment Relocation $3,309.50
Engineering and Inspection Fees $79,701
Total: $424,811.50
Originally, the Water Improvement Fund in 2012 had $300,000 budgeted for this project and the
Forestdale Tower Reconditioning. This budget was amended on August 15, 2012 to $384,500 to
account for the actual cost of work based on the bids received for this project. [Note: This amount did
not include the $28,946 payment to Columbia Heights for water.]
We included $404,268 in the 2013 utility rate analysis for the combination of these two projects and to
cover the projected costs of water purchased from Columbia Heights. However, the total cost of these
projects has exceeded the budgeted number by $20,543.50. Most of this variance was a result of
unfavorable weather this spring that extended the duration of the project by nearly 4-weeks. Because of
weather we had to pay Columbia Heights and additional $353 per day for water received while our
tower was out of service, and we incurred a slight increase for inspection fees.
htJ
Grant W.
