Report No. 13 -207. Resolution No. 13 -068. City Manager Lotter explained City Planner Gundlach would present the Council with information on this item. City Planner Gundlach reported the applicant is requesting approval of a Site Plan to allow construction of a 3,365 SF addition to the dental office building currently under construction at 850 County Road D West. The addition will house another dental specialty clinic, but will be connected by a shared entrance to the larger orthodontic clinic that was approved in January of this year. All minimum standards have been met and a public hearing is not required. Planner Gundlach explained the building under construction currently, which was approved in January of this year, was modified slightly since the original approval in an effort to reduce costs. These Site Plan modifications were approved administratively because the building location and above ground square footage was not changing, parking stalls were not lost, and the overall noticeable effect to the approved site plan was negligible. These modifications are outlined below and are relevant when discussing the overall Site Plan: • The 2,400 SF basement was eliminated • The office space lost in the basement was transferred to the former garage space • The two enclosed garage stalls were eliminated • A trash enclosure was added to the northeast side of the building (trash was formerly proposed to be housed in the garage space) • A slight modification was done to the surface parking lot, which resulted in one additional parking stall overall Planner Gundlach reviewed the Site Plan in further detail and explained the Planning Commission reviewed this item at their August 20, 2013 meeting and recommended approval of the Site Plan based upon the findings of fact, subject to the following conditions: • The proposed Site Plan is constructed in a manner consistent with the plans submitted and made a part of the Planning Report dated 8/14/2013. • Continued compliance with the conditions of Resolution 13 -012, except as otherwise revised as part of this request. • Implementation of the original Landscape Plan approved on January 22, 2013, except as otherwise revised as part of this request. • All lighting shall comply with the standards outlined in Zoning Code Section 1I- 010(6). • Both tenants shall comply with the sign standards in Section 9 -080 and the multiple occupancy standards in Section 9 -110. • Incorporation of the comments contained in the Interoffice Public Works /Engineering Memo dated 8/12/2013. • Prior to release of the building permit, the applicant shall provide evidence of a Watershed District Permit that includes the proposed addition. Andrew Wahl, applicant, commented his original intent was to allow for him to construct an orthodontic clinic. However, an opportunity arose that required an expansion to the space and would allow for a dental specialty clinic to also move into the space. He explained there was an advantage to expanding the building at this time. Motion by Councilmember Bauman, seconded by Councilmember Jacobsen to adopt a Resolution approving the request subject to conditions. 3.
