Commissioner Woods made a motion to approve the
April meeting minutes; Commissioner Kroll seconded. Commissioner Schuman believed there
was a procedural issue with the Tobacco Compliance language in the minutes and had concerns
that Council may have taken action based in part on unapproved minutes. The motion to
approve the minutes carried with Commissioner Schuman and Commission Kocon voting nay to
the approval of the minutes.
Public Hearing/Presentation
Public Works Director/City Engineer Grant Wyffels and Ramsey County Traffic Engineer Erin
Labaree were present to begin discussions on concerns for pedestrian safety in the 400 block of
Old Hwy 8 NW between the Dairy Queen and residential neighborhoods. Old Hwy 8 NW is a
county road and as such traffic engineering issues are a Ramsey County responsibility.
Director Wyffels and Ms. Labaree explained the safety issues related to crosswalks especially
with high volume, higher speed roadways and four lanes roads. Discussion included the inherent
dangers that could be created by adding a crosswalk at an inappropriate location. Questions that
still need to be resolved is the scope of the issue, i.e. how many pedestrians are crossing to the
Dairy Queen.
After discussion, Commissioner Lamp made the motion to request that Ramsey County complete
a basic traffic study of that area. Commissioner Schuman seconded the motion; motion carried.
Public Safety was asked to assist by providing more pedestrian traffic counts.
Updates
A.
