Department Reports
A. Human Rights
Director Jacobson reported on the human rights issue related to resident Kristie Kellis and her
housemates. The original concern was a criminal damage to property offense where Ms. Kellis'
vehicle was vandalized. While no suspects have been charged, the concern from the victim was
that the criminal act was perpetrated due to religious beliefs and/or sexual orientation. The
Human Rights Subcommittee held one meeting with the victim. No other follow up has been
conducted. However, a parallel Dispute Resolution process with the Parrott's and the Kellis'
household resulted in three meetings before it was ended due to a desire on at least one parties
desire to not continue the process. Commissioner Kroll shared more details of the Human Rights
Subcommittee work with the other Commissioners including allegations of harassment of one
member of the family who suffers from Asperger's Syndrome and that there is a perceived
human rights concern from the Kellis family. It was also noted the City Council has directed
staff to recommend a task force process to review the urban farming and/or raising of chickens
within the City. The Council will review that recommendation at the June 25th Council meeting.
It was determined at this time there are no more actions that can be taken but Public Safety will
always continue to respond to any reports of concerns via their normal police response.
B. Allina Health
Dave Matteson was not present, no report.
C. Volunteers in Public Safety (VIPS)
Commissioner Woods indicated that there will be a blood drive on Wednesday, June 26th. There
will be no VIPS meeting this month.
D. Public Safety/Homeland Security Update
Director Jacobson noted that we have initiated a hiring process to fill the vacated position from a
police officer who did not successfully complete field training. That process is underway. We
also have hired two new Public Safety Officers; Charlie Prasek is the new full time Public Safety
Officer and Matt Farmer has been hired as a part time Public Safety Officer. PSO Prasek
replaces Joey Zuehlke and PSO Farmer replaces Derek Livingston. Both Ms. Zuehlke and Mr.
Livingston accepted positions elsewhere.
Director Jacobson also gave an update from the recent severe storms that resulted in numerous
power outages and downed trees around the metro area including New Brighton.
Council Liaison
A.
