Not Approved <br /> PLANNING COMMISSION PROCEEDINGS <br /> Regular Meeting— September 17, 2013 7:00 p.m. <br /> Present: Chairperson Bruce Howard, Commissioners Paul Banker, Steve Danger,Erin Nichols-Matkaiti,Mike Shardlow, <br /> Greg Meyers, and Verne McPherson <br /> Absent:None <br /> Also Present:Janice Gundlach-City Planner, and Mary Burg-Councilmember <br /> Agenda Review: There were no changes to the agenda. <br /> Minutes from August 20, 2013: <br /> Motion by Commissioner Banker,seconded by Commissioner Nichols Matkaiti,to approve the August 20, 2013 <br /> meeting minutes as presented. <br /> Approved 7-0. <br /> Council Action: Councilmember Burg reported the Village Orthodontic addition was approved by the Council at its last <br /> meeting. She commented the 2014 preliminary budget was also approved. It was noted Subway located in the <br /> Community Center would have a Ribbon Cutting Ceremony on September 24th at 4:45 p.m. She discussed the Urban <br /> Farming Task Force stating the group would begin meeting shortly and the group would be chaired by Bruce Howard. <br /> Public Hearing: <br /> (A) Brian Drerup/Gruma Corporation requests consideration of a Special Use Permit to allow construction of <br /> an accessory structure in excess of 40 feet in height at 1565 1st AVE NW. <br /> City Planner Janice Gundlach reported the applicant is requesting a Special Use Permit in order to permit construction of a <br /> third,48' tall and 12' diameter silo at 1565 1st Avenue NW. The proposed silo would be constructed in a corner of the <br /> existing building,where a small shed would be removed. The industrial district chapter of the Zoning Code, specifically <br /> Section 6-050(4),requires a Special Use Permit for accessory structures in excess of 40' in height. These provisions were <br /> drafted to accommodate the applicant's request for a second silo in 2007. The current request is in support of interior <br /> renovations;where additional production lines are being added and more bulk flour will be used daily. Keeping the flour <br /> stored onsite reduces the number of bulk truck trips to the facility. <br /> City Planner Gundlach indicated the applicant has already obtained a building permit for the interior plant renovations. If <br /> the special use permit is approved,the applicant will need to obtain a separate permit for the silo. Staff recommends <br /> approval of the special use permit as requested, subject to the following conditions: <br /> • No signs shall be allowed to be displayed on the proposed silo. <br /> • A separate building permit is obtained for the proposed silo. <br /> • All outdoor storage is removed following completion of the interior plant renovations. <br /> Commissioner Nichols Matkaiti requested further information on why a Special Use Permit was required. City Planner <br /> Gundlach reviewed the criteria noting that the Special Use Permit would also allow staff to monitor the outdoor storage on <br /> this site to assure it remained in compliance with City Code. <br /> Chairperson Howard asked if the new silo would be constructed to match the existing silos. City Planner Gundlach <br /> commented it was her understanding the silo would be constructed of the same building materials as the existing silos. <br /> 1 <br />
