Not Approved , <br /> Motion by Commissioner Banker, seconded by Commissioner McPherson to close the Public Hearing. <br /> Approved 7-0. <br /> Motion by Commissioner Danger,seconded by Commissioner Shardlow,to approve staff recommendation. <br /> Approved 7-0. <br /> (B) Pulte Homes requests consideration of a Preliminary&Final Plat,Preliminary&Final Planned Unit <br /> Development, Site Plan, and a Zoning Code Amendment to facilitate development of 89 single family <br /> homes and 32 townhomes on approximately 27 acres of land on the west side of Old Highway 8 NW <br /> within the New Brighton Exchange redevelopment area. <br /> City Planner Janice Gundlach reported the applicant is requesting several land use approvals to allow development of 27 <br /> acres of land within New Brighton Exchange into 89 single-family homes and 32 townhomes, including dedication of <br /> public roadways. The development,known as Enclave at New Brighton Exchange,will be phased over a period of 2-3 <br /> years,with Phase I beginning construction this fall. The requests include: <br /> • Zoning Code Amendment to allow for one-detached dwellings within the NWQ,Northwest Quadrant Zoning <br /> District. <br /> • Preliminary Plat of approximately 37 acres of land. The City is the current property owner and would retain <br /> proposed Outlot A, comprising approximately 10 acres, for a future City park. <br /> • Final Plat and Phase 1. Phase 1 includes 61 single-family lots to be platted into 5 blocks. The remaining 21 acres <br /> will be platted into Outlots A—G. The City will retain Outlot A and Pulte would acquire Outlots B —G. Outlots <br /> C,D and G would be final platted by Pulte Homes at a later date for housing and Outlots B,E and F would be <br /> retained for open space. <br /> • Preliminary Planned Unit Development approval for 89 single-family homes and 32 townhomes on 27 acres of <br /> land. <br /> • Final Planned Unit Development approval for Phase 1, consisting of 61 single-family homes. Pulte would be <br /> required to undergo Final Planned Unit Development approval for the remaining Outlots that would be developed <br /> into an additional 28 single-family homes and 32 townhomes. <br /> City Planner Gundlach explained the Community Development staff has been in contact with Pulte Homes since April <br /> 2012. Pulte Homes initially approached the City regarding the development of single-family homes within New Brighton <br /> Exchange. Because lower density residential(specifically single family)was not originally envisioned for the area,Pulte <br /> met with the Planning Commission,Economic Development Commission, and the City Council at work sessions to <br /> determine if such a proposal could meet the overall development vision and financial goals. Ultimately,the City Council <br /> entered into a Private Contract for Redevelopment with Pulte will require approximately 27 acres of land on the west side <br /> of Old Highway 8 NW,within New Brighton Exchange, for construction of single-family homes and townhomes. Pulte is <br /> scheduled to close on the land around October 15th,but no later than the end of the year. Much of this will depend on <br /> Pulte obtaining approval from the MN Pollution Control Agency. While nearly all the land has been cleaned up, some <br /> pockets of contamination remain that Pulte will take responsibility for cleanup. In addition,Pulte has indicated that some <br /> additional fill material is still needed to raise the grade of the site. Staff reviewed the proposed single-family home details <br /> long with the PUD analysis with the Commission and recommended approval of the Preliminary and Final Plat, <br /> Preliminary and Final Planned Unit Development, and Zoning Code Amendment, subject to the following conditions: <br /> • The applicant enters into a PUD Agreement and Subdivision Agreement. <br /> • Final Plat and Final PUD approval is obtained for future development of Outlots C,D, and G. <br /> 2 <br />
