Not Approved <br /> • Accessory structures on the single family lots shall be regulated in accordance with Zoning Code Section 4-530, <br /> except as otherwise regulated through the established HOA's and that structural coverage may be increased to <br /> 48%of the lot area and hardcover to 55%of the lot area. <br /> • Brick/stone shall cover 10%of the street façade of all 89 single-family homes and shall also cover 30%of the <br /> street façade of all 32 townhomes. <br /> • Incorporation of the comments contained in the interoffice Engineering and Public Safety memorandums, <br /> attached as exhibits to this report. <br /> • The Commencement Date for Phase 1 shall be June 1,2014. The Compliance Date shall be December 31, 2018. <br /> Commencement and compliance dates for future phases shall be established as part of the Final PUD approval. <br /> • Submission of a copy of their Rice Creek Watershed District permit. <br /> • Review and acceptance of the plat by the Ramsey County Surveyor. <br /> • Payment of park dedication fees for Phase 1 in the amount of$99,430($1,630 x 61 lots)at the time of City <br /> Council approval of the Final Plat. <br /> Chairperson Howard requested further information on the Contract for Redevelopment from staff. Community <br /> Development Director Fernelius explained the Contract for Redevelopment was approved by the Council in June and <br /> outlines the business terms and price that Pulte will pay for the land. He indicated Pulte would be paying$2.3 million for <br /> the land. The City has brought a great deal of soil to the site and some cleanup may still be needed. The goal was to have <br /> Pulte close on the property in October. Further discussed ensued regarding the history and vision for the property stating <br /> there was a growing demand for newer residential homes. He indicated the City was excited to see this project begin. <br /> Ian Peterson,Pulte Homes of Minnesota,thanked staff for their thorough report this evening. He indicated he has been <br /> working with staff for quite some time to create the proposed urban village style housing development. He further <br /> discussed the vision for the neighborhood stating the neighborhood would have pedestrian connections and front porches. <br /> He believed the demographics of new homebuyers was changing. <br /> Commissioner Shardlow asked if the review from the Ramsey County Surveyor would pose a problem to this <br /> development. City Planner Gundlach stated this was a necessary step in the plat approval and did not anticipate any <br /> problems. <br /> Commissioner Banker questioned how many phases were proposed for this project. Mr. Peterson explained his vision <br /> would be to complete the project in three phases between the homes and townhomes. <br /> Chairperson Howard inquired how long the proposed housing development would take to complete. Mr.Peterson <br /> estimated the balance of the single-family homes would be completed in 2014 with the entire project being completed <br /> sometime in 2015. <br /> Commissioner McPherson asked if the applicant had received a Rice Creek Watershed permit. City Planner Gundlach <br /> indicated the applicant was in the process of receiving a permit at this time. She explained the City's engineering <br /> department has been working with Rice Creek Watershed on this issue. <br /> Commissioner Meyers questioned where Central Park was located. City Planner Gundlach commented Central Park was <br /> located between the Pulte Homes project and the adjacent apartment complex. <br /> Commissioner Meyers inquired if the City was providing any tax increment financing(TIF) for this project. Community <br /> Development Director Fernelius stated no TIF or other assistance would be provided from the City for this project. <br /> Commissioner Meyers asked how the pedestrian trail would cross the property. Mr. Peterson discussed the location of the <br /> proposed trail and reported the trail would run parallel with the road and would not cross the railroad. <br /> Commissioner McPherson expressed concern with close proximity of the lots adjacent to the railroad tracks. He <br /> questioned if the applicant was proposing to berm this area or provide some type of buffer. Mr. Peterson stated the <br /> homeowners association would be responsible for installing and maintaining the landscaping. He then discussed how the <br /> area near the railroad tracks was proposed to be landscaped. <br /> Commissioner Danger requested further information on the design goals of the property and how this would be managed <br /> by the homeowners association. City Planner Gundlach reported the single-family homes would have their own <br /> association, along with the townhomes,while a master association would govern the entire development. Mr.Peterson <br /> further discussed how the homeowner associations would govern the properties. <br /> Commissioner McPherson asked if on-street parking would be allowed in the development. City Planner Gundlach <br /> explained the roadways within the development would be somewhat narrow and on-street parking would only be allowed <br /> on one side of the street. <br /> 3 <br />
