November 2013 <br /> EDC Supplemental Meeting Notes <br /> Page 3 <br /> o The model also shows the potential impacts of consolidating development on fewer blocks in the <br /> event the MPCA restricts development on Blocks B and E to only surface parking. If we <br /> maximized development in this case, the site could accommodate about 66,000 SF of additional <br /> office space (376,500 SF vs. 310,400 SF). In turn, this generates about $8.2M of additional value, <br /> $2.5M of additional tax increment, and$2.1M of additional cash for Fund 460. <br /> To the extent the City realizes development sooner or more produce more density, there is the potential <br /> to generate more increment that could be used to recover additional resources that were invested by the <br /> City (i.e. Municipal Development Fund 460). On the other hand, if we don't meet the Minimum <br /> Development Scenario, the City would have to explore other options for future NBE debt service <br /> needs. <br /> In addition to the NBE Dashboard, also attached is an excerpt of the TIF Management Report that <br /> Ehlers has prepared. This document summarizes the current list of active TIF districts; lists the City's <br /> outstanding pooled debt obligations; provides an overview of TIF district market value changes over <br /> time; and how the City compares to other communities. <br /> Any feedback from the EDC on the usefulness of this reporting tool would be appreciated. <br /> D. Update on Marketing Activities <br /> Attached is a copy of the marketing report for the month of October from Colliers. Staff and officials <br /> from Colliers and Ryan held a monthly conference call on November 5th and a couple of new prospects <br /> have emerged (highlighted in red font at the bottom of the report). One of these prospects is a <br /> company already based here in New Brighton (Cardiovascular Systems, Inc.). CSI has apparently <br /> received FDA approval for a new product and is looking to expand as that product launches <br /> commercially. Colliers and Ryan have suggested that an elected official reach out to the company as <br /> congratulatory gesture and remind the company of New Brighton Exchange. Staff will work with the <br /> city manager and mayor on this correspondence. <br /> In other marketing news, staff has received direction to work with Ryan and Colliers on the placement <br /> of a construction trailer on the east side of Old Highway 8, with visibility to the I-35W and I-694 <br /> interchange. The trailer will be temporary and is intended to create the impression of activity on the <br /> site. The parties need to finalize the details and schedule for placement, either this fall or next spring. <br /> V. 2013 Year in Review <br /> Staff will provide a written summary at the meeting next Wednesday of the major EDC <br /> accomplishments for 2013. This information will serve as the basis for a report to the City Council in <br /> January 2014, which will be handled by Chair Zisla. <br />
