Approved <br /> Task force Chair Howard thanked Planner Gundlach for the zoning synopsis and welcomed additional questions <br /> regarding the power point presentation. <br /> A task force member inquired about the regulations of surrounding cities of Mounds View,Arden Hills, and St. Anthony. <br /> Code Enforcement Supervisor Hatch indicated he understood Mounds View prohibited the keeping of chickens,but <br /> wasn't aware of what specific regulations may be in place for the communities of Arden Hills or St. Anthony. <br /> The task force members collectively agreed surrounding communities should be added to the chicken matrix. <br /> Task force member Morrell inquired about the reasons the 34 municipalities noted in the matrix don't allow poultry. <br /> Code Enforcement Supervisor Hatch indicated he did not have that information. <br /> Task force member Benson mentioned that it might be helpful to understand the population densities of the cities that <br /> allow poultry and how that compares to New Brighton. <br /> (B) Discussion of November 21,2013 Public Comment Forum <br /> Code Enforcement Supervisor Hatch gave a power point presentation on the logistics of the public comment forum <br /> scheduled for November 21, 2013. Being the forum has the possibilities to become controversial Hatch suggested <br /> guidelines for how task force members should conduct themselves and how the public will be advised to conduct <br /> themselves. <br /> The task force members engaged in a discussion generally about how long persons will be permitted to speak,whether the <br /> forum should be limited to New Brighton residents only, and if to allow the forum to run later than 9pm or to continue it <br /> to a future meeting if necessary. <br /> Based on the discussion that took place,Code Enforcement Supervisor Hatch indicated he would finalize the various <br /> forms based on the discussion and get them posted on the website as soon as possible. Hatch continued that the website <br /> will clarify the forum start and end times, clarify the task force's role during the forum, and encourage interested parties to <br /> submit any written comments to City staff at any time,before or after the forum. <br /> Task force members asked if written comments could be posted for public review. Planner Gundlach reiterated that any <br /> communications to the City become public record and accessible to the public. <br /> Task force members generally agreed to have a sign-in sheet to decide order of speakers and a method to time speakers if <br /> necessary. There was general consensus amongst task force members that Chair Howard will make introductory <br /> comments and explain that task force members will not be responding but may ask for clarifications as necessary. <br /> (C) Discussion of future urban farming topics <br /> Code Enforcement Supervisor Hatch guided the task force members into a brainstorming session on what urban farming <br /> means to them. <br /> Chair Howard called on task force member Schiferl to discuss the items that were handed out to the other task force <br /> members and City staff. <br /> The following ideas were presented by various members of the task force members: <br /> 2 <br />
