Approved <br /> URBAN FARMING TASK FORCE PROCEEDINGS <br /> Regular Meeting—October 24,2013 7:00 p.m. <br /> Present: Matt Benson, Susan Dukich Wolf,Bruce Howard,Allison Leding,Alyssa Lundberg, Shana Morrell,Norm <br /> Schiferl,Ken Schumann, Geoff Hollimon <br /> Also Present: Planning Coordinator Janice Gundlach and Code Enforcement Supervisor Joseph Hatch <br /> Agenda Review: There was a discussion resulting in items 4C and 4B swapping order. <br /> Approval of Minutes: Task force member Schumann corrected the minutes with regard to him living in the City for 34 <br /> years,not 24 years. Task force member Hollimon corrected the spelling of his last name. <br /> At this time Code Enforcement Supervisor Hatch asked the task force to pause while the digital recorder was started. <br /> Business: <br /> (A) Review of City ordinances,public nuisances, and other community ordinances <br /> Code Enforcement Supervisor Joe Hatch presented a power point discussion regarding background on existing City <br /> Codes, a League of Minnesota Cities memo regarding public vs.private nuisances, and a matrix illustrating how 52 <br /> different communities have tackled the issue of keeping chickens. <br /> Prior to a task force wide discussion,task force Chair Howard asked Planning Coordinator Janice Gundlach to explain the <br /> Zoning Code and how that plays a role in urban farming topics. <br /> Planner Gundlach gave a background about general land uses,how coops and greenhouses,regardless of their <br /> permanency, are subject to accessory building regulations, and the definitions provided in the Zoning Code for structure <br /> vs. building. <br /> Task force member Benson inquired on income uses for residential, mixed zoning, and if regulations would affect <br /> current users, and would there be grandfather rights. <br /> Planner Gundlach stated there wouldn't be a requirement to grandfather any properties. <br /> Planner Gundlach gave a description of New Brighton's MX, Mixed Use zoning district and indicated very few <br /> properties are zoned for mixed uses. <br /> Planner Gundlach sough clarification on task force member Benson's question on mixed zoning. <br /> Task force member Benson inquired about whether a commercial farm would be allowed on a residential lot. <br /> Planner Gundlach provided that the MX district does not permit this activity and further explained the home <br /> occupation standards and the commercial activities permitted in a residential district. <br /> Task force member Schiferl inquired about whether a larger hydroponic growing operation would be allowed. <br /> Planner Gundlach indicated this would be allowed in the Industrially-zoned districts. <br /> 1 <br />
