Director Breuer stated the construction could be done in stages. At no time <br />will we have to close down a locker room. We will phase the lower and <br />upper restroom renovation so they are not closed at the same time. <br />Chair Frischman inquired of the Commission if they were all in approval of <br />the plan. The Commission agreed that this was a good plan; they liked it. <br />The Commission asked that focus be on resource saving materials, such <br />as fixtures and shower heads that are low water use, automatic water shut <br />offs for sinks, pre- measured automatic soap dispensers and maybe LED <br />lighting. The Commission would like to make the project as green as <br />possible. It would also be nice to quantify those resource savings when the <br />story is told about this project. <br />Director Breuer mentioned this building was built in 1994. The locker <br />rooms are old and outdated. It needs updates. Ventilation has been our <br />biggest issue. <br />VI. Old Business <br />a. Rice Creek Boat Club <br />Two women from the Rice Creek Boat Club were present; Director, Judi <br />Mikolai, Director and President, Kathy Tokos. <br />Rice Creek Boat Club started as cross training for the Nordic skiers. It has <br />grown for the past 6 years; from 10 to as many as 30 -40 members. The RCBC <br />is looking for a place to store all our equipment obtained through creative <br />financing and donations because we have run out of room. Currently <br />equipment is stored at Judi's home and we load all the equipment onto trailers <br />and bring it down to the boat launch and then in the evening we load <br />everything back up and bring it back. That is why we would like to have a <br />storage place that would be close to the boat launch site. Judi's backyard is <br />currently hosting about 30 boats. <br />Chair Frischman asked what the storage container looks like and your best <br />idea of where it would be located. <br />Kathy Tokos said a 40 foot shipping container is what we want. The area they <br />would like to have it placed would be between the train tracks and API's green <br />space to the walking path that goes under the train bridge and into the launch <br />ramp. It is just south of the drainage ponds. It is between the train track and <br />the biking path in a lightly wooded area. There is a lot of flat space so kids <br />could portage from there under the tunnel and over to the launch site. RCBC <br />would be totally responsible for cost, upkeep and beautification of the area. <br />The attribute about the container is that they have locks that would be hard to <br />break into. All that is exposed is a hole where you put the key. RCBC also has <br />insurance and is licensed with the State of Minnesota. <br />PREC Comments /Concerns <br />• Some of the property may belong to Ramsey County; some may be the <br />railroad's. <br />• RCBC stated the County is hesitant because they do not want to set a <br />5 <br />
