amw <br />City of <br />RI(�' oN <br />the city that works for you <br />Council Worksession <br />January 7, 2014 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Mary Burg <br />Councilmember Paul Jacobsen�H <br />Councilmember Brian Strub <br />Absent: None <br />Staff in Attendance: Dean Lotter, Grant Fernelius, Joe Hatch <br />Guests in Attendance: Bruce Howard; Chairperson of Urban Farming Task Force <br />Update from Chairperson Bruce Howard regarding the Urban Farming Task Force <br />Chairperson Howard reported that the Task Force has met three times; most of these meetings were informational. The <br />Public Comment Forum took place in November; an estimated 100 people were in attendance. The meetings were <br />reported as being respectful. A summary of comments was distributed to the Council. Councilmember Bauman stated <br />she feels that the council needs to look at the overall impact to the City; rather than individuals. Director Fernelius stated <br />that there are two themes to consider; the first being regulation; the second being advocacy. Fernelius would expect one <br />of the two themes to come forward. The council could then determine the scope. The Council directed the Task Force to <br />seek the City Attorneys input in drafting the ordinance. Councilmember Strub questioned what objectives are being <br />looked at by the Task Force. Chair Howard stated that the Task Force will be looking at existing ordinances to determine <br />if changes are necessary to meet the needs addressed by some of the residents. Fernelius reported that the Task Force has <br />been helpful in identifying issues, Chairperson Howard agreed. Councilmember Jacobsen requested Chair Howard return <br />following the February meeting to provide an update. <br />Discussion regarding Appointment of Acting Mayor, Council Appointments, Liaisons, Appointments to Various Public <br />Agencies, Appointment of Weed Inspector, Appointment of EDA Officers. <br />Manager Lotter reported that these housekeeping items would be adopted at the January 14, 2014 Council Meeting. The <br />council discussed the NMMA membership. Mayor Jacobsen and Councilmember Bauman expressed their opposition to <br />membership. Councilmember Bauman suggested connecting with representatives with Ramsey County and MNDOT. <br />Councilmember Jacobsen suggested the City participate in the organizations, in order to explore the benefits. It was <br />decided that Paul Jacobsen would be the alternate, and Mayor Jacobson would be the delegate. Councilmember Strub <br />agreed to be the delegate, and Councilmember Burg will serve as alternate for the I35W coalition. <br />Mayor Jacobsen requested serving on the NSCC, Councilmember Bauman stated that she would like to stay on the <br />commission, as she is part of many sub - committees. Councilmember Bauman also noted that the NSCC is in the midst of <br />critical contract negotiations, and would request staying as the delegate. It was decided that Councilmember Bauman <br />would be the delegate, and Mayor Jacobsen would be the alternate. <br />Team Building Discussion <br />The Council discussed potential meeting day conflicts. The council agreed to hold the retreat on Saturday March 22 at <br />8:30 am; with a back -up day of March 29. The Council agreed they like the Public Safety Center venue. <br />The work session adjourned at 7:15 pm. <br />
