A� <br />city of <br />BRIGHTON <br />the city that works for you <br />Council Worksession <br />January 14, 2014 <br />5:00 pm <br />Present: Mayor Dave Jacobsen <br />Councilmember Gina Bauman <br />Councilmember Mary Burg <br />Councilmember Paul Jacobsen <br />Councilmember Brian Strub <br />Absent: None <br />Staff in Attendance: Dean Lotter, Sandy Breuer, Grant Wyffels, Janice Gundlach <br />Guests in Attendance: <br />Discussion Regarding Assistant Director Of Parks And Recreation. <br />Manger Lotter reported that the Council has requested staff look at the organizational structure of the Park & Recreation <br />Department. Director Breuer gave an overview of the current staffing levels at the New Brighton Community Center. <br />Councilmember Burg stated that this may be an opportunity to look at reassigning some responsibilities formerly <br />performed by the Assistant Director; possibly allowing for hiring a City Forester. Councilmember Bauman agreed that it <br />is a good opportunity to review the needs of the department. Manager Lotter reported that the Parks Department has <br />experienced reorganization in the recent past. Mayor Jacobsen stated that he does not feel qualified to determine the <br />needs of the department, noting that those decisions are best made by those directly involved. Councilmember Strub <br />noted that 2013 was a good year for the Parks Department, and would recommend staffing accordingly. Director Breuer <br />agreed to come back in the future to discuss the Forester position if the council would like. <br />Discussion Regarding Shoreline District Ordinance. <br />Planning Coordinator Janice Gundlach reported that in July of 2013 the Council was advised of a situation where an <br />inquiry was made by a prospective buyer of a lakeshore home regarding shoreland setback requirements. The City does <br />not currently have a shoreland ordinance. Gundlach reported that if the City does nothing, the DNR does not currently <br />have the resources to take enforcement action. Gundlach stated that staff will prepare an ordinance with the minimum <br />regulations required from the DNR and work with the Planning Commission on the review and public hearing process. It <br />was agreed that it would be beneficial to have a shoreline ordinance in place for the residents of New Brighton. <br />Discussion Regarding Belair Excavating- Rezone, Comp Plan, Environmental Overlay <br />Planning Coordinator Janice Gundlach reported that Belair Excavating recently acquired a substantial amount of vacant <br />land from the federal government. It is still somewhat unclear which parcels were acquired, but the acquisition involves <br />excess railroad property of at least 22 acres. This area currently is not zoned. To ensure staff has the appropriate amount <br />of time to complete this work in advance of Belair submitting application, the City Attorney has advised that the City <br />consider a moratorium. The moratorium would prevent anyone from making land use application to develop the land <br />until the City has concluded study of how it should be zoned and completed the necessary zoning and guide plan <br />changes. Staff anticipates this can be completed in six months. Staff will prepare a moratorium Resolution for Council <br />consideration at the regular meeting on January 28, 2014. <br />The work session adjourned at 6:30 pm. <br />
