6. MnDOT /Ramsey County Updates <br />• County Road F Bridge (2015) <br />• County Road 96 Bridge (2015) <br />• County Road E2 Bridge (2016) <br />There are several large projects coming up. Have worked with the <br />grant application process, the City of Arden Hills to set up a Safe <br />Route to Schools grant. The schools of St. John's, Valentine Hills <br />and Mounds View High School are also a part of the planning grant. <br />Arden Hills would like to have a trail extension by Old Snelling <br />down by Lake Valentine by the new park they just built all the way <br />from the east past Mounds View High School, up to the new F <br />bridge. We have done improvements on our side from Old Hwy. 8 <br />in front of the Community Center. We are looking at a more <br />comprehensive approach as part of the Safe Routes to School <br />planning grant. <br />For the F Bridge, the current MnDOT proposal shows 12 ft. travel <br />lane on the bridge, 2 ft. reaction distance and a 10 ft. multi -use trail <br />on the south end of the bridge. Our comprehensive plan calls for a <br />6 ft. sidewalk on the north, 12 ft. multi -use trail on the south and a 4 <br />ft. shoulder. There is discrepancy between what we want and their <br />projection and we have been in meetings with the MnDOT to <br />discuss the differences. It comes down to a budgetary item for <br />them. When you add one ft. width to the bridge beyond what <br />MnDOT is showing, it amounts to $70,000. Arden Hills is willing to <br />pay for half of what we jointly propose as an improvement, provided <br />it meets their needs. Arden Hills does not have a need for a 6 ft. <br />sidewalk on the north. Their main concern is having the 12 ft. multi- <br />use path on the south and possibly a bike lane on the north. We <br />look for input from this Commission and look for a compromise to <br />work toward with MnDOT to try to get what we want and still meet <br />budgetary constraints. Director of Public Works Wyffels commented <br />MnDOT is calling the bridge a 2015 bridge when the new project <br />will be let. Construction planned for summer and will be done by <br />start of school. When the bridge comes down, MnDOT will only pay <br />so much toward the new bridge. At this point MnDOT is proposing <br />to create a 38 ft. wide bridge - a 2 ft. reaction, 2 ft. area with a <br />buffer, 12 ft. travel lane, another 12 ft. travel lane in the other <br />direction, 2 ft. reaction, and a 10 ft. multi -use trail. MnDOT feels this <br />is adequate for this community. Both St. John's and Mounds View <br />High School are on the south side of the road. That is why the <br />proposed trail is on the south side. Arden Hills states they will put in <br />a multi -use trail starting at the bridge, all the way east to Old <br />Snelling. Chair Frischman wondered if the trail will then connect to <br />the Tony Schmidt regional park extension that runs behind the <br />neighborhood behind Mounds View High School existence. Director <br />of Public Works Wyffels thought it would. New Brighton's <br />Comprehensive Plan calls for a 6 ft sidewalk on the north, a 4 ft <br />shoulder for bikes, travel lanes and a 12 ft multi -use trail on the <br />
