south side. If we want that, we will have to pay for it. We can
negotiate a little bit, but not all the way up to what we want.
The bridge is 400 ft long and it is $175 per sq. ft. of bridge. That
equates to $70,000 per ft. of bridge per width. If we want to add 6 ft.
sidewalk on the north, it would be $420,000. Arden Hill's may not
be on board because their comprehensive plan may say something
different. Arden Hills would like a 12 ft. trail on the south side;
(could live with a 10 ft.). They too would like some sort of on -road
shoulder.
If the City wants a 12 ft. trail as stated in the comprehensive plan,
we should talk about that, because that has a cost. PREC would
need to recommend that to the Council in order to move forward
with it. In a very short time frame, it would be nice to have a
recommendation from this Commission on this particular section
knowing that there might be some cost and that we are working
with MnDOT. MnDOT would like to have plans out soon so
contractors can bid for 2015. Director of Public Works Wyffels felt
that we did not want to compromise on this bridge. The bridge will
be here for a long time. He does not want to be short- sighted on
this.
Commissioner Kunesh - Podein commented that they will be
developing the TCAAP site, so it is particularly important that we
get it right now. With possible extra traffic and as The Exchange
gets developed, it would make perfect sense to do it the best we
can. Director of Public Works Wyffels commented that the New
Brighton side is urban. It would make sense to have two travel
lanes and on the north side have a 10 ft. shoulder. In an ideal
world, he would like to carry that 10 ft. section all the way to the
bridge, so there is a nice wide area. The middle could be a 6 ft.
paved area for on -road bike lane area. But that would be no
sidewalk on the north. If the City wants to execute their vision for a
sidewalk on the north, now would be the time to do it. There is a
wetland area on the north and it may be a little tricky to do; not
impossible, but more expensive. From the Community Center to the
east is a little difficult in that stretch. Chair Frischman said we did
talk about their being a sidewalk from the Community Center all the
way to the bridge. Director Breuer stated that was a
recommendation. Chair Frischman asked about the size of the
sidewalk which was recommended. Director Breuer stated she
does not know if we included the width of the sidewalk. That was
part of the conversation with the connection of Old Hwy. 8 to the
Community Center. Chair Frischman stated we made a formal
recommendation to the City Council as it relates to this and it was
in hopes and dreams that they would be doing something with this
bridge. At that time the conversation from MnDOT was that it was
so far out we don't have a date on it. Director of Public Works
Wyffels stated that what we are planning on is that Arden Hills will
