looking at is a safer crossing here at the Community Center. Chair <br />Frischman stated that she would like to see something like that, <br />because that is one of the challenges. Director of Public Works <br />Wyffels stated he would get something to Director Breuer before <br />your February meeting. From Old 8 to the bridge, if we have some <br />hopes and dreams, this is the time to do it. <br />Council Liaison Strub stated that is the concern of getting safely <br />from the north side to the south side where the trail is. He is <br />skeptical of that area where the road curves on the south side, <br />because of the pond, it is so narrow, they will have to shift the road <br />over. He is also skeptical of New Brighton building a path across <br />this bridge for nothing. Director of Public Works Wyffels said to <br />have a safe crossing from the south side to the north would be a <br />good solution. With Subway and the library, it is attracting more <br />crossings. Commissioner Parker suggested having a raised curb on <br />the south side. Sr. Engineering Supervisor Schlichting stated he <br />asked MnDOT about that and they said it is not needed because <br />the speed on the road does not warrant it. A comment was made <br />that by speed on the road... do they realize there is a high school <br />right up the road. Director of Public Works Wyffels said that is <br />something to bring back to them and ask them to consider it. That <br />would separate the traffic lane from the pedestrian lane. <br />Chair Frischman verified that he was asking, this Commission at <br />our February meeting, to make a formal recommendation to <br />Council on what we would like as it relates to the crossing. Director <br />of Public Works Wyffels stated he will get PREC the current <br />proposal from MnDOT, some costs, and a schematic of what we <br />could do for a safer crossing on 10th Street, from Old Hwy 8 to the <br />bridge, fill you in on the conversations with Arden Hills and what <br />they are comfortable paying for. Then, ultimately we will make a <br />proposal to State of Minnesota from our Council on what we are <br />willing to pay. <br />This Commission stated that multi -use trail be connected to Arden <br />Hills on either County Road E2 or 10th Street, County Road <br />FNalentine Road. Director of Public Works Wyffels, stated 5 ft. is <br />typically for walkers, 8 ft. is borderline walkers /strollers, 12 ft. is <br />multi -use which would include bikers. Director of Public Works <br />Wyffels stated the Hwy. 96 bridge is scheduled for 2015. Chair <br />Frischman asked if they are taking out the Hwy. 96 bridge and <br />Director of Public Works Wyffels stated they were. Chair Frischman <br />commented that the Hwy. 96 bridge was also in their <br />recommendation. Parks Superintendent Wolla commented that last <br />we heard they were only doing the bridge decks. Public Works <br />Director Wyffels stated that with TCAAP coming to be a stronger <br />reality, Ramsey County and MnDOT have looked at the projected <br />traffic on the Hwy.96 bridge and determined that it is not feasible to <br />run that additional traffic on a re- decked bridge. MnDOT has <br />proposed a 6 ft. walk on the north and 12 ft. trail on the north. <br />
