Public Works Director Wyffels commented that what is
undetermined at this point is if there will be a series of round - abouts
or a series of traffic signals. They did an analysis to come up with
what type of bridge was needed and they feel that traffic signals will
work, but they are required to come up with an alternative and they
are looking at round - abouts now to see if they make any sense in
this location. They will do an intersection evaluation report and then
the State will make a decision on which way they want to go.
Public Works Director Wyffels stated that the Cities of Arden Hills
and New Brighton have been relatively disconnected because we
can't get our transportation /pedestrian networks connected. Three
major connections will be rebuilt in the next two years; Hwy 96 and
10t Street/F bridge in 2015 and the E2 bridge in 2016. We have
opportunity to provide input to the State to say what kind of bridge
we want. The City will be asked to invest in these bridges. In the
case of the Hwy. 96 bridge, this is a tremendous gift to us. Ramsey
County and the State are saying they will pay for this. The 10th
Street/F Street bridge is a little undersized for what we want long
term; there is also support from Arden Hills.
There has not yet been a lot of discussion about the E2 bridge.
There are no sidewalks or trails from 5th Ave. on County Rd. E2 up
to the gas station. He is sure that the comprehensive plan shows
sidewalks or trails there so that would be our opportunity to put
those in then.
Chair Frischman commented that all three of these bridges were
part of our recommendation to Council. Director Breuer commented
that that recommendation was made on December 7, 2011. Chair
Frischman was excited about this and wanted to say thanks to
Public Works for working with the Commission and for the work that
the bikes and trails sub - committee put in.
Chair Frischman said we would like to re- recommend what we
stated in an earlier recommendation, but also include detail of what
happened in this meeting tonight. Director Breuer stated we can
give more detail in our next recommendation.
Public Works Director Wyffels stated he believes the
recommendation that PREC made also went into the
comprehensive plan when it was updated. He stated they can
reference PREC and what is in the comprehensive plan when they
do their report to Council.
Commissioner Parker asked what projects were being considered
for next year's State aid dollars and if the traffic calming mentioned
in front of the Community Center would be considered. Public
Works Director Wyffels stated with this 10 Street bridge project in
2015, it would be all inclusive, including sidewalks, traffic calming,
