INTRODUCTION <br />This report is an engineering feasibility study for proposed Improvement Project 14 -1, 2014 <br />Street Rehabilitation. <br />STREET REHABILITATION <br />The streets included in the street rehabilitation portion of this proposed project are: <br />Lake Diane Court - 29th Avenue NW to Cul -de -sac <br />23rd Avenue NW - 14th Street NW to 17th Street NW <br />The location of these streets is shown on the Project Map on Page 1 of this report. <br />The total length of all the streets included in this project is approximately 0.47 miles. Each street <br />in the 2014 project corridor is a low- speed, low- volume, 32 -foot wide residential street. Streets <br />in this project area all have existing S412 concrete curb and gutter. <br />Historically, the City's approach to street rehabilitation has been to totally rehabilitate the <br />pavement section and remove and replace damaged or settled sections of concrete curbing when <br />the road is approximately 25 -30 years old, and to rehabilitate on a neighborhood basis keeping <br />the cost down and minimizing the disruption to the area. <br />We are recommending the rehabilitation of these streets due to their age and poor condition. The <br />existing surface is extensively cracked and bumpy from traffic, weather, and years of patching. <br />Our records show that 23rd Avenue NW was last rehabilitated in 1983, with a mill and overlay in <br />1994. Lake Diane Court was first constructed in 1984. Complaints about the condition of these <br />streets and the amount of maintenance required to maintain a satisfactory level of service have <br />increased in recent years. The need to rehabilitate these streets is identified in the City's Capital <br />Improvement Plan for rehabilitation in 2014. <br />An important step in the public improvement process and in the preparation of the feasibility <br />study is to hold an informal informational meeting with the residents in the area. The meeting <br />provides general information to residents regarding the street rehabilitation process and enables <br />staff to receive feedback from the residents regarding any specific concerns. The informational <br />meeting for proposed Project 14 -1 was held at 6:30 p.m. on Wednesday, February 12, 2014 at <br />City Hall. A copy of the meeting notice, sign -in sheet, and attendance map are included in <br />Appendix A of this report. Eighteen residents representing sixteen properties attended the <br />meeting, and several phone inquiries were received as a result of the meeting notice mailed on <br />January 28, 2014. After a staff presentation of the proposed project, time was spent answering <br />questions and addressing individual concerns. <br />It was explained to residents that the construction of this project will result in some disruption to <br />the area; however, residents will have access to their property nearly all of the time. There will <br />be construction noise, traffic, dust, and mud. We will keep residents informed of construction <br />activities and schedules, and do everything reasonably possible to minimize the inconvenience. <br />Oil <br />
