PROPOSED STREET RECONSTRUCTION - All construction activities of this <br />proposed improvement project would be done under a publicly bid contract by a private <br />contractor. The City Engineering Department would administer the contract and provide the <br />engineering services, except for the preliminary soil engineering and material testing. <br />Staff is proposing the existing street surfacing between the existing concrete curb and gutter be <br />removed and rehabilitated on all streets in the project. All streets would be rehabilitated to their <br />existing width to a 7 -ton residential design thickness. <br />Broken and settled sections of existing concrete curb and gutter sections (with t /2" of vertical <br />separation) will be removed and replaced where it causes standing water or is a hazard to <br />pedestrians. When a piece of curb and gutter is replaced or installed in front of a driveway, the <br />driveway will be cut and sloped to match the new curbing as necessary. Driveways will be <br />repaired with in -kind materials, concrete if they are concrete, bituminous if they are bituminous. <br />Boulevards will be restored with topsoil and seed where disturbed. <br />WATER SYSTEM IMPROVEMENTS - Staff recommends replacing all of the <br />existing watermain on 23rd Avenue NW. These existing sections of watermain are 6 -inch cast <br />iron pipe (C.I.P.) which were constructed in 1963 and have experienced several breaks over the <br />years. It is proposed that the watermain be replaced with 6 -inch ductile iron pipe (D.I.P.). <br />Along with the watermain, any unused water services will be removed between the main and <br />property line, and new valves and hydrants will be installed. New services will also be installed <br />from the main to the property line. <br />The existing watermain is located in close proximity to the western curb line; therefore <br />driveway, curb, and yard areas will be impacted and restored with this project. <br />Refer to the Watermain Replacement Map on Page 9. <br />SANITARY SEWER IMPROVEMENTS - The sanitary sewer mains in the proposed <br />rehabilitation area have been inspected by televising. In reviewing the inspection reports, no <br />problems were identified as needing repair requiring open cutting of the street to access the <br />sewer. In 1993 many of the service lines on 23rd Avenue NW, north of 15th Street NW, were <br />repaired and reconstructed. Refer to the Sanitary Sewer Repairs Map on Page 10. <br />STORM SEWER IMPROVEMENTS - The City's Surface Water Management Plan <br />indicates that the stormwater discharge in the proposed construction corridor contributes to the <br />Pike Lake Drainage Area. Pike Lake is listed as impaired by the Minnesota Pollution Control <br />Agency (MPCA) for nutrients /eutrophication. A future Total Maximum Daily Load (TMDL) <br />will be determined with unknown impacts. <br />No known flooding problems have occurred on 23rd Avenue NW. However, during the <br />informational meeting, residents on Lake Diane Court indicated that the pipe adjacent to 2868 <br />3 <br />
