Lake Diane Court has contributed to flooding of their basement. Staff will analyze this specific
area during the plan production phase.
During plan preparation staff will also review the capacity of the existing storm sewer system,
and determine if there is a need to install additional catch basins. The castings on existing catch
basins will be replaced with high capacity inlets and bicycle safe grates. Refer to the Storm
Sewer Improvement Map on Page 11 showing the location of these areas.
During the plan production phase, staff will meet with RCWD to ensure compliance with the
Districts' rules. Rice Creek Watershed District requirements /comments will be incorporated into
plans and specifications and paid for from the New Brighton Stormwater Improvement Fund.
Currently we do not have space within the project corridor to construct new treatment features,
so final design may include the construction of a treatment area somewhere else within the City,
or possibly use existing stormwater credits we have with the watershed.
EASEMENTS - The outlet pipes to Stony Lake from 23rd are not currently located within a
defined easement. Staff has met or discussed these storm lines with the property owners and
each home owner has indicated that they will cooperate with the City to accommodate these
pipes. Kemper Land Surveying is creating a boundary survey for 1508 and 1598 23rd Avenue
NW. Staff will work with these home owners to acquire drainage /utility easements and/or
reconstruct the pipe /catch basin network as required to facilitate a solution. The survey and
easement will be paid for from the New Brighton Stormwater Improvement Fund. Refer to
Pages 12 and 13 showing the properties requiring easements.
SIDEWALK/TRAIL IMPROVEMENTS - The City's Comprehensive Plan for trails
and sidewalks indicate that no improvements are planned on 23rd Avenue NW or Lake Diane
Court. Staff met with the Park and Recreation Committee on January 15, 2014 and no changes
were suggested for the project corridor.
ESTIMATED PROJECT COSTS
The total estimated project cost for Project 14 -1 is as follows:
2
ESTIMATED COST
Construction Costs
$718,100
Contingencies (10 %)
$71,800
Subtotal
$789,900
In -House Engineering and Administration (20 %)
$158,000
Professional Services
$10,500
Capitalized Interest, Legal & Fiscal
$13,400
TOTAL ESTIMATED PROJECT COST
$971,800
2
