February 25, 2014 <br />slow traffic through the parking lot. The applicant has also indicated that last summer the <br />existing detached garages were repaired and painted at the request of the City's Code <br />Enforcement Officer and Crime Free Multi- Family Police Office. As stated in the applicant's <br />narrative, these improvements collectively are having, and will have, a positive impact on the <br />property. Staff explained the Planning Commission reviewed this request on February 18, <br />2014 and recommends approval of the request as shifting the parking lot slightly to the north <br />and subject three conditions: <br />• Compliance with the items noted in the Interoffice Engineering Memo dated February <br />13, 2014. <br />• The applicant shall remove any dead landscaping and replace with new in conjunction <br />with the parking lot expansion and rebuild. All exposed areas and bare soil shall be <br />graded to ensure positive drainage and seeded or sodded to prevent erosion. <br />• The applicant shall explore shifting the proposed parking lot centrally between the <br />buildings to achieve as closely as possible, a 15 -foot separation between the buildings <br />and the parking lot. If the shifting results in the loss of parking spaces, the plan may <br />remain as originally submitted. <br />Councilmember Jacobsen appreciated the fact that the property would be increasing its onsite parking. <br />Motion by Councilmember Jacobsen seconded by Councilmember Bauman to adopt a Resolution, <br />approving the request subject to the three conditions. <br />4 Ayes, 0 Nays -Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported neighborhood meetings would be held on Thursdays throughout <br />the month of March. He explained the agendas would be condensed to allow for more public <br />comment. It was noted the Town Hall meeting would be held on April 12, 2014. <br />Gina Bauman <br />Councilmember Bauman reported she attended the Planning Commission meeting last week. <br />She requested residents keep their fire hydrants and mailboxes clear and free of snow this <br />winter. She then provided a detailed report of the events discussed at a recent Public Safety <br />Commission meeting. <br />Paul Jacobsen <br />Councilmember Jacobsen explained that frost levels were deep this year given the extreme <br />cold. He encouraged residents to keep water flowing through their water lines. <br />Brian Strub <br />Councilmember Strub reported he attended the recent Economic Development Commission <br />meeting. He noted the Parks, Recreation & Environmental Commission would meet again on <br />March 5, 2014 at the Community Center. He explained the CPY Luncheon would be held on <br />March 11, 2014.
