Report No. 14 -046. <br />City Manager Lotter reported Crime Prevention Officer Trevor Hamdorf would be presenting this item to the <br />Council. <br />Crime Prevention Officer Hamdorf explained L&R properties was requesting a provisional multiple dwelling <br />license for the property at 804 68' Street NW. He reviewed City Code Chapter 13 along with the number of <br />police and fire calls to the subject property from July 1, 2013 through December 31, 2013. He explained this <br />analysis revealed a level .63 of provisional calls for service per unit for the six-month period of review. He <br />reported L&R Properties submitted a mitigation plan and based upon review of the document, staff <br />recommends approval of the mitigation plan. Staff would continue to monitor activity at L&R Properties on <br />a monthly basis and would work with representatives of the property during the provisional licensing period. <br />The tenant screening process has been discussed with management. <br />Chris Kray, property manager for L&R Properties, explained he would be working to clean up the building. <br />He explained the problem tenant has moved out and he anticipated that the concerns at this property would be <br />resolved. It was noted that 10 of the 11 calls in the past six months originated from the problem tenant. <br />Crime Prevention Officer Hamdorf discussed how the Public Safety Department was working to address <br />problem units in order to benefit the entire community. <br />Councilmember Bauman appreciated Mr. Kray being present this evening. She requested further information <br />on the provisional license process. Crime Prevention Officer Hamdorf discussed this procedure in further <br />detail noting he would continue to be proactive while working with L&R Properties in the coming months to <br />ensure their calls for service are reduced. <br />Motion by Councilmember Jacobsen, seconded by Councilmember St mb to approve a mitigation <br />plan and provisional multiple dwelling license for the L&R Properties located at 804 6h Street NW. <br />4 Ayes, 0 Nays -Motion Carried <br />2. Consideration of a Site Plan and Nonconforming Use Permit to allow construction of 20 <br />additional surface parking stalls at 1380 and 1390 7'b Street NW. Report No. 14 -047. <br />City Manager Lotter reported Planning Coordinator Gundlach would be presenting this item to the Council. <br />Ms. Gundlach reported the applicant is requesting Site Plan and Nonconforming Use Permit <br />approval to allow expansion of the existing surface parking lot by 20 stalls at Emerald Manor <br />Apartment complex located at 1380 and 1390 7t' Street NW. This apartment complex contains <br />54 units of housing. The expanded parking area would be provided between the two existing <br />buildings. In order to expand the parking lot, an existing concrete pad/barbeque area, fence <br />and small shed would be removed. To control drainage and meet Rice Creek Watershed <br />District requirements, the applicant has proposed a small drainage basin at the west end of the <br />expanded parking area. Any exterior expansion of a building or structure (such as a parking <br />lot) requires review and approval of a Site Plan. Additionally, because these buildings pre -date <br />the existing multi - family residential standards there are several nonconformities onsite <br />requiring a Nonconforming Use Permit.
