Report Number 14 -068 <br />Agenda Section VI -5 <br />� Council Meeting Date April 8, 2014 <br />the city that works for you <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: PLAN APPROVAL AND AUTHORIZE STAFF TO ADVERTISE <br />FOR BIDS FOR CITY PROJECTS 14 -2C, MILL & OVERLAY & 14-3,2014 PAVEMENT <br />MANAGEMENT PLAN <br />DEPARTMENT HEAD'S APPROVAL: 6m,4 <br />CITY MANAGER'S APPROVAL: ./y <br />No comments to supplement this report .'--Xj-i Comments attached <br />Recommendation: To approve plans and specifications, and authorize staff to advertise for bids for Public <br />Improvement Projects 14 -2C, Mill and Overlay; and 14 -3, 2014 Pavement Management Program. <br />Legislative History: <br />City Project 14 -2C Mill & Over <br />The streets in the project corridor are as follows: <br />Originally constructed in1992 <br />• Black Oak Drive from 694 Service Drive to Linden Drive <br />• Linden Drive from 27th Avenue NW to Bent Tree Hills Drive <br />• Bent Tree Hills Drive from Linden Drive to Black Oak Drive <br />• Black Oak Drive from Bent Tree Hills Drive to 12th Street NW <br />Last reconstructed in 1994 <br />• 14th Avenue NW from County Road E to 3rd Street NW <br />• 15th Avenue NW from County Road E to 3rd Street NW <br />16th Avenue NW from County Road E to 3rd Street NW (Municipal State Aid -MSA Street) <br />17th Avenue NW from 5th Street NW to 7ch Street NW (MSA Street) <br />City Project 14 -3, 2014 Pavement Management Program <br />The following are scheduled for an overlay with the 2014 Pavement Management Plan: <br />• Totem Park Court/Trail <br />• Well House 10 Overlay <br />Financial Impact: This project, if approved, would be funded from MSA construction /maintenance funds (Fund <br />422), Pavement Management Plan Funds (Fund 606), and Water Enterprise Funds (Fund 701). Staff is seeking <br />the total estimated project cost for the Mill and Overlay, including a 10% contingency, of $327,000. Depending <br />on how the bids come in, staff will remove /add areas to the project as needed. Below is the estimated dedication <br />by area: <br />Mill and Overlay MSA Streets: $102,700 <br />Mill and Overlay Non -MSA Streets: $188,300 <br />Totem Park Court/Trail Overlay (Fund 606): $11,300 <br />Well House 10 (Fund 701) $24,700 <br />Total: $327,000 <br />Explanation: In 2011, the City Council authorized the emergency repair /replacement of the surfacing on Bristol <br />Avenue, Oakwood Drive, and several areas in the Apache Hills neighborhood. In 2013, the City Council <br />authorized the emergency repair /replacement of the surfacing on 3.8 miles of streets in the Wexford Heights Area <br />and streets near Inca Lane. The surfacing on each of the streets in the 2014 project corridor is failing in the same <br />manner, and we are recommending the roads be repaired before the entire pavement surface is lost.
