Ap,�raved <br />URBAN FARMING TASK FORCE PROCEEDINGS <br />Regular Meeting — January 23, 2014 7:00 p.m. <br />Present: Matt Benson, Susan Dukich Wolf, Geoff Hollimon, Bruce Howard, Alyssa Lundberg, Shana Morrell, Norm <br />Schiferl, Ken Schumann <br />Absent: Allison Leding <br />Also Present: Community Development Director Grant Fernelius, Planning Coordinator Janice Gundlach, and Code <br />Enforcement Supervisor Joseph Hatch, City Attorney Charlie LeFevere <br />Agenda Review: There were no changes to the agenda. <br />Approval of Minutes: <br />Motion by Member _Schiferl , seconded by Member Hollimon to approve the minutes from November 21, <br />2013 meeting. <br />8 Ayes, 0 Nays — Motion Carried. <br />Business: <br />(A) Recap past meetings <br />Code Enforcement Supervisor Hatch noted the September 26, 2013 Task Force meeting they had an introduction of <br />members and staff, they reviewed the goals and mission, and a proposed work plan was introduced. At the October 24, <br />2013 meeting, he introduced a memo regarding public vs. private nuisances and what the City can regulate, a matrix of <br />chicken ordinances, they discussed the public comment forum, and a brainstorming session of what urban farming meant <br />to the Members. On November 21, 2013, they had the public comment forum that was very well attended, 32 people <br />spoke on the topic, and 5 people were able to speak more than once. Generally, most of the comments were in support of <br />urban farming. Staff has received 19 written comments so far with five additional comments received in the last two <br />days. He stated it was about 50150 now in support of public farming vs. regulation. He stated all of the written comments <br />would be on the City website. <br />A Member stated he wanted them to be aware that in an open forum situation there would be an overwhelming majority of <br />the people who showed up that would be commenting on the positive side of a situation. He wanted everyone to be aware <br />that they are representing and speaking for the entire City and a lot of people in the City did not have an opinion about it <br />right now. <br />(B) Recap Public Comment Forum <br />Chair Howard asked if any of the Members wanted to offer some thoughts on the public meeting or the comments on the <br />website or in their packets. He believed staff did a good job of recapping what they have heard in general. A Member <br />stated he believed everyone was well behaved and everyone had a change to make comment if they wanted. <br />A Member stated there were a number of comments that talked about community and what community was to them. <br />There were a lot of comments about rights. There were a fair number of comments about neighbors should just <br />communicate with each other. He noted there were a few comments regarding property values and noise. He stated he <br />reviewed the comments and there were very few comments where there were specifics of what any kind of regulation <br />there should be. <br />
