Approved <br />• The applicant shall remove any dead landscaping and replace with new in conjunction with the parking lot <br />expansion and rebuild. All exposed areas and bare soil shall be graded to ensure positive drainage and seeded or <br />sodded to prevent erosion. <br />Chairperson Howard asked if the new parking lot would be less than 15 feet from the existing building. City Planner <br />Gundlach reported this was the case and staff could have the applicant shift the parking six feet to the north. She <br />commented the parking regulations were guidelines for new multi - family developments and were not a concern to staff. <br />She explained that the benefits of the additional parking outweighed the close proximity to the building. However, she <br />supported the parking being shifted five or six feet to provide a larger buffer from the building. <br />Darrell Koenig, explained he manages the Emerald Manor Apartment and has been working with staff on the <br />noncompliance issues. He indicated the additional parking was much needed for the residents of the apartment complex. <br />He commented that the parking could be shifted if need be. He indicated landscaping improvements would be completed <br />this spring in conjunction with the resurfacing of the parking lot. He reported the complex rents 10 parking stalls from the <br />adjacent property and this would continue even after the additional stalls are added. Further discussion ensued regarding <br />the parking situation at the apartment complex. <br />Commissioner Danger asked if an irrigation system was proposed for the new landscaping. Darrell commented that the <br />landscaping would be watered with a garden hose. The apartment complex would not be installing an irrigation system. <br />Motion by Commissioner McPherson, seconded by Commissioner Meyers to close the Public Hearing. <br />Approved 6-0. <br />Chairperson Howard questioned how the Commission should handle the placement of the parking lot. City Planner <br />Gundlach suggested the applicant work with staff to shift the parking lot six feet to the north to balance the stalls between <br />the apartment buildings. She recommended a third condition be added stating the applicant shall explore shifting the <br />proposed parking centrally between the buildings to achieve as closely as possible, a 15 foot separation between the <br />buildings and parking lot. If shifting the lot results in a loss of parking spaces, it may remain as drawn. She anticipated <br />staff could resolve this issue prior to the City Council meeting on February 25, 2014. Darrell explained that he would <br />shift the parking if possible, and if not, blinds would be placed in the lower units of the impacted building. <br />Commissioner Nichols - Matkaiti supported the conditions as recommended by staff. She inquired if any additional <br />lighting was required with the additional parking stalls. City Planner Gundlach commented there were no new additional <br />lighting requirements. Darrell reported that new light poles would be installed when the parking lot was replaced. <br />Motion by Commissioner McPherson, seconded by Commissioner Danger, to approve staff recommendation as <br />amended, with three conditions for approval. <br />Approved 6-0. <br />(B) Chris Wolla, on behalf of the New Brighton Parks and Recreation Department, requests a Special Use <br />Permit to allow construction of a 30' x 40' maintenance structure at 1975 Silver Lake Road, Brightwood <br />Hills Golf Course. <br />City Planner Janice Gundlach reported Chris Wolla, on behalf of the New Brighton Parks and Recreation staff, requests <br />special use permit approval to allow construction of a new maintenance garage structure at Brightwood Hills Golf Course, <br />located at 1975 Silver Lake Road. The golf course is a specially permitted use as the underlying zoning designation is <br />single family residential. As such, in order to erect a new building, a special use permit must be obtained. The proposed <br />garage structure measures 30' x 40' and would replace to existing garages, which have become fatigued over decades of <br />use. The proposed garage structure would house general storage of equipment and materials needed to maintain the golf <br />course. The proposed structure would include steel walls and a steel roof, painted to match the existing club house. The <br />walls of the proposed garage would measure 10' 6" with a peak height of 16'. Two overhead doors and a service door <br />would be installed on the west fagade of the proposed building, providing access. <br />2 <br />
