Approved <br />URBAN FARMING TASK FORCE PROCEEDINGS <br />Regular Meeting —March 20, 2014 7:00 p.m. <br />Present: Matt Benson (arrived at 7:05 p.m.), Susan Dukich Wolf, Geoff Hollimon, Bruce Howard, Allison Leding, <br />Alyssa Lundberg, Shana Morrell, Norm Schiferl, Ken Schumann <br />Absent: None. <br />Also Present: Planning Coordinator Janice Gundlach, and Code Enforcement Supervisor Joseph Hatch <br />Agenda Review: There were changes to the agenda. <br />Approval of Minutes: <br />Motion by Member Lundberg, seconded by Member Schiferl to approve the minutes from January 23, 2014 <br />meeting. <br />A member stated on the bottom of Page 3 change one of the "public uses" to "private uses." On page 5, in the middle, <br />"might not want to live next to a dog." <br />A member noted there was a comment made at the public hearing regarding information that was turned in and that not all <br />of it was given to everyone. <br />Chair Howard stated he did not believe those were in the minutes, but it could be discussed if the members wanted. <br />Mr. Hatch noted this information was deemed as private information by the City Attorney and could not be included in the <br />packet or the minutes. <br />8 Ayes, 0 Nays — Motion Carried. <br />Business: <br />(A) Staff Presentation <br />Mr. Hatch recapped the January meeting noting they had discussed the public comment forum and a presentation on legal <br />aspects as to what could be regulated. <br />Matt Benson arrived at 7:05 p.m. <br />Mr. Hatch summarized the October and November meetings. <br />A member asked if the people who did not comply with the code, were they fined anything. Mr. Hatch responded the <br />challenges with the current code was that it was too vague and not specific enough. He stated right now when somebody <br />did not voluntarily comply, the current code could not be applied for chickens or fowl in order to take a violation to Court. <br />He stated the code needed to be more specific. <br />A member asked in terms of any kinds of regulation the City enforced, it took a while before the Courts got involved. Mr. <br />Hatch responded that was correct. He noted many times it took six months to a year to get to Court, but the City did not <br />want to go to Court as it was expensive, so most times the City worked with the person to get the matter settled. <br />A member asked how the City would be taken to Court. Mr. Hatch responded if they could get voluntary compliance, <br />that was the goal. He indicated if he did not get voluntary compliance, then they would get legal involved in which it <br />might include going to Court. <br />
