Approved <br />were very subjective and in order to get things regulated, there had to be some limits put on things. He stated they had to <br />have something specific in order to deal with the subjective items, but they all fell under best practices. <br />A member stated she also struggled with best practices term. <br />Chair Howard stated maybe the best way was to promote it more than they do today. He stated they might not want to <br />regulate it or prohibit it, but they might want to encourage best practices instead. However, he stated they needed to make <br />a recommendation to the Council and he did not know if they would have time to come up with best practices for each one <br />of these items. <br />A member stated she would like to see staff or the task force come up with a best way to handle best practices. <br />Chair Howard asked if there was no best practices column, could they put a mark in each of the remaining column. <br />Mr. Hatch stated farmers markets were suggested by a resident. <br />Ms. Gundlach noted there was an ordinance where someone could request a permit for a limited amount of time for a <br />farmers market. <br />Mr. Hatch stated the issue was if they wanted to leave it the way it was, regulate it, or prohibit it. <br />It was the consensus of the Task Force to leave farmers markets as status quo with the encouragement of best practices. <br />Chair Howard asked what was the meaning of regulating the behavior of animals. <br />Mr. Hatch stated people talked a lot about odor and noise, which were in the current nuisance ordinance. He stated right <br />now if he could not smell the animal at the property line there was nothing he could do. <br />Chair Howard stated unless they see something they could do, they should vote of status quo. He stated this issue was <br />addressed under the noise and nuisance ordinance and it would be very difficult to regulate otherwise. <br />A member asked what about the animals in between (i.e. goats). Mr. Hatch stated he did not believe goats were in the <br />livestock, large animal ordinance. <br />It was the consensus of the Task Force to leave the regulation of animal behavior as status quo. <br />Mr. Hatch stated people talked a lot about networking, education, and outreach on how to raise chickens or how to have a <br />raised bed. He stated a lot of people were encouraging the City to do this around the topic of urban farming. <br />A member stated to her this would be a community education class that would fall under the City's recreation department <br />to offer a program. <br />A member stated links could also be put on the City's website with information about urban farming. <br />A member asked if the City should educate the public or if they should give this back to the urban farmers to come up <br />with their own educational information. Mr. Hatch responded it could be either /or. He noted the City could give a spot in <br />the parks department educational seminars, or maybe there was a spot on the website with urban farming resources. He <br />stated the City did not have the staff to have someone go out and assist with the construction of a garden, but they could <br />give educational information regarding it. <br />
