Approved <br />A member stated if the City could give a room or at least perceived as being an enabler of best practices in urban farming, <br />he saw that was becoming more of an issue in the future, if the City had anything to do with it and it would come back to <br />the City in the future. <br />It was the consensus of the Task Force that the City encourage best practices. <br />Mr. Hatch stated the fencing of yards was a recommendation that people who did urban farming have a requirement to <br />fence their yards. He stated this was very specific to urban farming only. <br />• member stated this might be a good thing in this case. <br />• member stated if people had a dog or a cat, did they need a fence. Mr. Hatch responded this would apply to urban <br />farming only. He believed this was to keep the animals /fowl contained in the yard or for screening purposes. <br />• member believed this was too general. <br />• member stated for dogs the City required the dog be restrained, which most people chose a fence to do that. He stated <br />if they wrote a regulation that they needed to be confined, then they did not need to have a specific regulation. <br />A member stated he believed this was too broad of a question to say anything on and he would not vote for anything. <br />It was the consensus of the Task Force that the City keep the required fencing as status quo. <br />Mr. Hatch stated sustainability practices they did not have any best practices with the City. He believed this was more <br />advocacy. He noted right now they had a recycling program. <br />• member stated this could go back to the park department for education. <br />• member noted the State also did some regulations through State statutes. <br />Mr. Hatch stated this was a very broad topic and it would be something different for everyone. <br />Chair Howard stated if they wanted to encourage best practices, this would give Council some guidance. It was to give <br />the Council an idea of what people were thinking. <br />A member stated he liked the idea of sustainability as long as it was a positive thing and less than a regulatory thing. <br />It was the consensus of the Task force that the City keep sustainability practices as best practices. <br />Mr. Hatch stated the selling of produce and Community Supported Agriculture (CSA) could fit into the farmers markets. <br />He noted CSA was someone selling their produce outside of their home. <br />A member asked if this only included produce or did it include eggs, honey, beef, milk, etc. Mr. Hatch responded he <br />believed this would include all of them. <br />A member asked if this was permitted now. Mr. Hatch responded they could. <br />Ms. Gundlach stated the City attorney was not comfortable using the home occupation Ordinance for people selling <br />vegetables and other produce outside of their homes. <br />Mr. Hatch stated status quo meant nothing would change and the sale of produce outside of a home would be allowed to <br />continue. <br />4 <br />
