Johnson, Assistant to the City Manager' <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this re or Comments attached <br />Recommendation: <br />City Council motion approving military 1 v differential pay for Police Office Ted Layton. <br />Legislative History: <br />The City of New Brighton was recently notified by Police Officer and National Guard Member <br />Ted Layton that he is being called to active military duty and is scheduled to be deployed to <br />Kuwait in June 2014. His deployment to Kuwait is scheduled to last for one year. <br />Pursuant to Section 16.18 (Military Leave Request) of the City of New Brighton Employee <br />Handbook, the City Council has the authority to approve differential pay for employees that are <br />called to active military duty. The City's policy state's the following in regards to differential <br />pay for employees that are deployed due to military obligations. <br />"Per City Council approval and budgetary review, employees of the City who are called to <br />active service may be eligible to receive payment of an amount equal to the difference <br />between the member's active duty military salary and the salary the member would be <br />paid as a full time active employee of the City, including any adjustments the member <br />would have received if not on a leave of absence. This payment may be made only to a <br />person whose active duty military salary, including but not limited to allowances for basic <br />housing, family separation, subsistence and hostile fire, is less than the salary the person <br />would be paid as an active City employee without the addition of benefits." <br />The projected cost to the City for providing military leave differential pay to Police Officer Ted <br />Layton is $55,000 ($32,000 in 2014 and $22,000 in 2015). The US Army will be covering 37% <br />of Officer Ted Layton's compensation during his one year military leave. The projected cost <br />would be covered in the City's 2014 and 2015 Public Safety Department's personnel budget. <br />In previous years, the City of New Brighton has provided employees that are deployed overseas <br />for active military service differential pay in order to ensure that these employees receive their <br />full compensation while on military leave away from the City. <br />1:\COUNCIL\ REPORTS \2014\Administration \Military Leave Differenital Pay -Ted Layton doe <br />
