Public Improvement Hearing to Consider Project 14 -1, 2014 Street Rehabilitation. <br />Report No. 14 -074. Resolution No. 14 -024. <br />City Manager Lotter explained Civil Engineer II Schlichting would be presenting this item to <br />Council. <br />Civil Engineer II Schlichting stated the Council adopted a Comprehensive Street Plan in 1982 <br />creating a means by which to improve and maintain high quality streets and alleys within the <br />City. The streets considered for rehabilitation in 2014 were originally identified by City staff <br />as needing replacement in 2014 based on their age and pavement condition. The roads <br />proposed or replacement were constructed or last rehabilitated in 1983, making the roadways <br />30+ years in age. He reviewed the affected streets along with the project timeline in detail with <br />the Council. It was noted the total estimated project cost was $971,800. Assessment <br />calculations for City lots and condominiums was discussed for the 49 impacted lots. Staff <br />reported an informational meeting was held with residents in February and most residents in <br />attendance supported the project. He reported that notices of the Public Improvement Hearing <br />were mailed to property owners to be affected by the proposed street reconstruction project, <br />and was also published in the local newspaper as required by law. Staff recommended the <br />Council hold a public hearing and adopt a Resolution ordering Project 14 -1. <br />Councilmember Jacobsen asked if the stormwater issues would be addressed near Lake Diane <br />Port. Public Works Director Wyffels described how the pipes would be replaced in this area. <br />Councilmember Burg questioned if staff had proposed mitigating some of the water in this <br />project area through rain gardens. Civil Engineer II Schlichting commented no resident has <br />requested a rain garden on their property, and therefore staff had not investigated the scenario <br />with the watershed district. <br />Councilmember Burg requested further information on how the storm water would flow. Public <br />Works Director Wyffels explained storm water would run to Stoney Lake and any overflow was <br />piped to Freedom Park. <br />Motion by CouncUmember Jacobsen, seconded by Councilmember Burg to open the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was opened at 7:01 p.m. <br />Mayor Jacobsen asked for comments. <br />9.
