April 8, 2014 <br />Leslie Klat, 1520 23rd Avenue NW, questioned what a rain garden was and how it was used. <br />Civil Engineer II Schlichting indicated a rain garden was used to temporarily store water along <br />the right -of -way and was planted with special native plantings. <br />Mr. Klat noted he has had water leaking at the shutoff point in his yard. He requested this be <br />fixed during the improvement project. Public Works Director Wyffels noted the water services <br />up to the curb stops would be replaced by the City through the reconstruction project and this <br />would create a new connection for the homeowner. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Bauman to close the <br />Public Hearing. <br />5 Ayes, 0 Nays - Motion Carried <br />The Public Hearing was closed at 7:05 p.m. <br />Motion by Councilmember Jacobsen, seconded by Councilmember Burg to adopt the Resolution <br />ordering Project 14 -1, 2014 Street Rehabilitation as proposed in the Feasibility Study, <br />authorize staff to proceed with the preparation of the plans and specifications and <br />designate the City Engineer as the engineer for this improvement. <br />5 Ayes, 0 Nays -Motion Carried <br />Council Business <br />1. Consideration to Authorize City Project 13 -11, New Brighton Community <br />Center Restroom and Locker Room Renovation to be Advertised for Bid. Report <br />No. 14-075. <br />City Manager Lotter explained Assistant Parks and Recreation Director Hicks would be <br />presenting this item to Council. <br />Assistant Parks and Recreation Director Hicks reported the purpose of this item was to advance <br />the Community Center Locker Room project to the next step, which was to create bid <br />documents and publicly advertise for bids. Staff explained the tentative timeline would have <br />the project advertised in May, with the bid opening taking place in June. He reported the <br />Council hired Rosa Architectural Group to develop plans to improve /renovate the existing <br />space. As part of the review /planning process, Rosa Architectural Group hosted focus groups <br />meeting with New Brighton Community Center user groups and the Parks, Recreation and <br />Environmental Commission. As a result of these meetings, plans were generated to include <br />restroom and locker room renovations to improve the functionality while meeting modern <br />standards and building code requirements. He noted the NBCC restrooms and locker rooms <br />were originally constructed in 1994 and were scheduled to be improved in 2009. <br />Russ Rosa, Rosa Architectural Group, reviewed in detail the plans for the men's and women's <br />restroom and locker room areas. He described the building materials and finishes that were <br />chosen for the renovations. It was noted the HVAC system would be improved to increase <br />ventilation in the lock rooms. He reported a family restroom was included in the plans and <br />would provide full restroom facilities, along with a baby changing station and privacy for <br />nursing mothers. The upper level restroom renovation was discussed in detail. <br />Assistant Parks and Recreation Director Hicks discussed the financing in detail stating the City <br />had $559,500 available for the project. He noted the estimated expense for the project was <br />$585,200 plus a 10% contingency. Staff recommended the Council authorize the NBCC <br />Page 4 of 8 <br />Council Business <br />1.
